Registered Manager – Children’s Residential Home (Ofsted)

Sinomax International Ltd is seeking an experienced and committed Registered Manager to lead and manage a regulated children’s residential home based in Bushey, Hertfordshire. The successful candidate will be responsible for ensuring the home operates in full compliance with the requirements of The Children’s Homes (England) Regulations 2015, while delivering safe, high-quality and child-centred care.
This is a senior leadership role responsible for the operational management of the home, safeguarding children, leading staff teams and ensuring that the service consistently meets regulatory standards and best practice expectations.
The Registered Manager will work collaboratively within an internal multidisciplinary team, including Registered Mental Health Nurses, the Admissions and Assessments Manager, Occupational Therapy Manager and Operations Manager, to support safe admissions, effective care planning and positive outcomes for children.
The successful candidate will play a key role in ensuring that the home operates in line with its Statement of Purpose, promotes a strong culture of safeguarding and accountability and maintains a clear focus on achieving positive outcomes for children.
Key Responsibilities
Regulatory Compliance and Governance
- Register with Ofsted as the Registered Manager of the children’s home.
- Ensure the home operates in full compliance with The Children’s Homes (England) Regulations 2015 and Quality Standards.
- Maintain up-to-date knowledge of safeguarding legislation and statutory guidance, including Working Together to Safeguard Children 2023.
- Ensure policies, procedures and operational practices remain compliant with regulatory requirements.
Leadership and Service Management
- Provide effective leadership and management to the staff team.
- Promote a culture of safeguarding, accountability and reflective practice.
- Ensure children receive safe, nurturing and person-centred care that promotes their wellbeing and development.
- Ensure the home operates in line with its Statement of Purpose and organisational values.
Admissions and Care Planning
- Oversee referral and assessment processes to ensure safe and appropriate admissions.
- Ensure robust care planning and risk assessments are implemented and regularly reviewed.
- Work collaboratively with internal MDT members and placing authorities to support positive outcomes for children.
Safeguarding and Child Protection
- Ensure safeguarding procedures are effectively implemented.
- Respond appropriately to safeguarding concerns, incidents and allegations.
- Work collaboratively with local authorities, safeguarding partners and other professionals to protect children.
Quality Assurance and Performance Monitoring
- Monitor the quality of care delivered within the home and drive continuous improvement.
- Oversee incident reviews, internal audits and service development initiatives.
- Ensure compliance with The Children’s Homes (England) Regulations 2015 and all other relevant legislative frameworks.
Stakeholder Engagement
- Maintain effective relationships with placing authorities, families and external professionals.
- Represent the organisation at professional meetings and multi-agency forums where required.
Person Specification
Essential Experience and Skills
The successful candidate will have experience working within a children’s residential care setting in the UK and a strong understanding of the safeguarding and regulatory framework governing children’s homes. Strong leadership, organisational and communication skills are essential, together with the ability to maintain regulatory compliance and promote a culture of safeguarding, accountability and continuous improvement within the home.
The candidate must demonstrate experience managing staff teams and leading the delivery of high-quality residential care, manage complex risks and ensure that children receive safe, consistent and person-centred support.
The role requires the ability to work collaboratively within a multidisciplinary environment, including engagement with internal professionals such as Registered Mental Health Nurses (RMNs), the Admissions and Assessments Manager, Occupational Therapy Manager and Operations Manager. The Registered Manager will be expected to work closely with these professionals to support safe admissions, effective care planning and positive outcomes for children.
Qualifications
- Level 5 Diploma in Leadership and Management for Residential Childcare, or working towards this qualification within the required timeframe.
- Eligible to register with Ofsted as the Registered Manager of a children’s home.
Desirable Experience
- Previous experience working as an Ofsted Registered Manager in a children’s residential home.
- Experience supporting children with emotional or behavioural difficulties or complex needs.
- Experience contributing to positive inspection outcomes within a regulated service.
