Are you an experienced recruitment and workforce compliance professional who understands what it takes to build and maintain a safe, compliant workforce in a regulated environment?
We are looking for an experienced and ambitious People Operations Business Partner to join HUC and lead the operational delivery of our newly established People Operations service, bringing together recruitment, onboarding and workforce compliance across our employed, bank and self-employed workforce.
This is not a traditional generalist HR Business Partner role. Its focus is on ensuring that we attract and recruit the right people, complete the necessary checks and credentialing, and maintain robust workforce assurance throughout their engagement with HUC.
Reporting to the People Operations & Transformation Lead, you will lead and develop a team responsible for delivering an efficient and positive candidate and colleague journey alongside the high standards of compliance required within a healthcare organisation.
You will bring strong operational expertise and understand that compliance is more than completing a checklist. You will be confident interpreting requirements, identifying gaps and risks, challenging where standards have not been met, and ensuring the organisation can evidence that the people delivering its services are appropriately cleared and compliant.
If you have built your career around recruitment operations, safer recruitment, clinical compliance, credentialing or workforce assurance, enjoy leading teams and are motivated by improving how services are delivered, we would love to hear from you.
As People Operations Business Partner, you will take operational responsibility for the delivery and assurance of People Operations services across HUC.
You will oversee the colleague journey from recruitment and pre-employment checking through to clearance and ongoing workforce assurance, ensuring processes are efficient, consistent and provide a positive experience for candidates and managers.
A key part of the role will be ensuring robust controls are in place across areas including:
- Right to Work and immigration compliance;
- Disclosure and Barring Service (DBS) requirements;
- employment history and references;
- professional registration and ongoing registration checks;
- qualifications and professional credentials;
- statutory and mandatory training requirements;
- appropriate checks and credentialing for self-employed clinical workers; and
- accurate compliance records, evidence and audit trails.
You will lead and develop the People Operations team, setting clear standards and ensuring services are delivered accurately, consistently and within agreed timescales.
Working closely with operational and clinical leaders, you will act as a trusted point of contact for complex recruitment, onboarding and workforce assurance matters, providing practical advice and appropriately challenging where requirements have not been met or risks need to be addressed.
You will use workforce data and insight to monitor performance, identify trends and areas of risk, and drive improvements in quality, efficiency and service delivery.
You will also play an important role in developing our systems, processes and ways of working, identifying opportunities to simplify, standardise and automate activity while ensuring appropriate controls and assurance remain in place.

At HUC, our people are at the heart of everything we do. Every day, our colleagues support the delivery of urgent and integrated healthcare services to thousands of patients across the communities we serve.
Ensuring that everyone delivering those services is appropriately recruited, checked, credentialed and compliant is fundamental to both patient safety and organisational assurance.
HUC operates a diverse workforce model comprising substantive employees, bank workers and a significant self-employed clinical workforce. This creates a complex operational environment requiring effective recruitment, robust pre-employment checking and strong ongoing workforce assurance.
The successful candidate will play a key role in developing and embedding our integrated People Operations model, ensuring services are responsive and efficient while maintaining the standards and controls expected within a healthcare organisation.
We are looking for someone with strong practical expertise in recruitment and workforce compliance. You may have developed your career within recruitment operations, workforce compliance, medical staffing, clinical workforce onboarding, credentialing or a similar People Operations environment. What matters most is that you can demonstrate substantial hands-on knowledge of the processes and controls required to recruit and maintain a safe and compliant workforce.
You will understand how to translate regulatory and organisational requirements into effective operational processes and will be comfortable identifying risk, resolving complex issues and escalating concerns where necessary.
Alongside your technical expertise, you will bring strong leadership skills and the ability to develop a team, manage competing priorities and create a culture of accountability, accuracy and continuous improvement.
You will be comfortable using systems, data and management information to understand performance, identify where intervention is required and drive improvements in both efficiency and assurance.
Knowledge of employment legislation is important where it relates to recruitment, onboarding and workforce compliance; however, this role does not have primary responsibility for general Employee Relations casework such as disciplinary, grievance or capability management.
This is an excellent opportunity for an experienced recruitment and workforce compliance professional to play a key role in shaping a modern, effective People Operations service within a complex healthcare organisation.
