Help deliver the transport infrastructure that will shape Greater Manchester's future
Greater Manchester is entering a new era of devolution, investment and growth.
As we continue to develop and deliver our ambitious Integrated Pipeline of housing, regeneration and economic development projects, we are looking for an experienced and collaborative transport professional to join our Delivery Team as Head of Transport Infrastructure.
This is an exciting opportunity to play a leading role in shaping and delivering the transport infrastructure that will unlock growth across the city-region. Working at the heart of GMCA's Place Directorate, you will support the development and progression of major transport schemes that enable housing delivery, support economic growth, improve connectivity and contribute to Greater Manchester's decarbonisation ambitions.
Working alongside the Good Growth Fund, Greater Manchester's flagship investment programme, you will help ensure that strategic transport projects have access to the funding, expertise and partnerships needed to move from concept to delivery.
About the Role
As Head of Transport Infrastructure, you will be GMCA's strategic lead for transport infrastructure projects within the Integrated Pipeline, working closely with Transport for Greater Manchester (TfGM), Greater Manchester's ten local authorities, government departments and delivery partners to bring forward investment-ready projects and align transport infrastructure with wider housing, regeneration and economic growth priorities.
You will act as a trusted partner to TfGM and local authority teams, helping to identify opportunities, overcome delivery challenges and coordinate support across GMCA and its partners. The role offers a unique opportunity to influence major investment decisions and help deliver the infrastructure required to unlock transformational growth across Greater Manchester.
Key Responsibilities

Lead the development and progression of a portfolio of strategic transport infrastructure projects across Greater Manchester.
- Build and maintain strong working relationships with Transport for Greater Manchester (TfGM), local authorities, government agencies and infrastructure partners.
- Support the delivery of transport infrastructure that unlocks housing, regeneration and employment opportunities across the city-region.
- Help projects access funding, resources and support, including opportunities through the Good Growth Fund and wider investment programmes.
- Provide strategic advice, reporting and assurance to senior leaders, governance boards and key stakeholders.
- Lead multidisciplinary project teams and manage external advisers to support successful project delivery.
About You
We are looking for a strategic and relationship-focused leader who can bring partners together to deliver complex infrastructure projects.
You will bring:

Significant experience in the development and delivery of transport infrastructure or major growth-related projects.
- A strong track record of working collaboratively across organisations and building effective partnerships.
- Experience of managing complex projects, programmes or investment activity within a public, private or partnership environment.
- Strong stakeholder management, negotiation and influencing skills, with the ability to work confidently with senior leaders and partners.
- Commercial awareness and an understanding of development finance, infrastructure funding and investment mechanisms.
- Excellent communication, analytical and problem-solving skills.
