Business Unit: 5118 - HS2 Old Oak Common BBVS JV

Location: London

Job Role

We are recruiting for a Project Controls Engineer / Cost Analyst to join a high-profile HS2 Old Oak Common Station project, working within a leading JV environment.
This is a key project controls role responsible for integrating cost, programme, progress, quantities, and risk, supporting accurate reporting and informed decision-making across major work packages.
You will act as the bridge between commercial and delivery teams, strengthening cost

Duties

Cost & Performance Management

Develop and maintain bottom-up forecasts and performance baselines
Analyse cost variances, trends, and forecasting movements across work packages
Produce monthly and weekly performance reports for senior stakeholders

Programme, Progress & Earned Value

Deliver Earned Value Management (EVM) reporting (SPI/CPI, forecast vs actuals)
Track quantities, site progress, and production outputs against plan
Use Primavera P6 to align programme logic with cost and progress

Commercial & Supply Chain Interface

Challenge subcontractor forecasts, cost assumptions, and productivity
Support monthly cost reporting, accruals, and change control
Work closely with commercial, delivery, planning, and risk teams

Reporting & Governance

Support delivery of performance reporting cycles and client submissions
Present performance insights, mitigation plans, and recovery strategies
Ensure compliance with project governance processes

A Typical Day might include

Reviewing cost reports and forecasts
Analysing subcontractor performance
Engaging with delivery and commercial teams
Producing reports and explaining variances
Supporting programme tracking and risk analysis

Person Specification

Strong background in cost control / project controls / cost engineering
Experience on major infrastructure or complex construction projects
Proven ability in:

o Cost forecasting & variance analysis
o Earned Value Management (EVM)
o Programme integration (P6 preferred)
o Quantity tracking & progress measurement

Confident working across commercial and delivery functions
Strong analytical mindset with ability to challenge data and assumptions

Qualifications

Degree (or equivalent) in:

o Quantity Surveying
o Civil Engineering
o Project Controls or similar
Desirable

Experience with NEC contracts (Options A, C, E)
Certifications in Project Controls / EVM / Planning
Experience in rail or major infrastructure environments

Contract Type: Permanent

Hours: Full Time - 40 hours - Monday to Friday
