JOB TITLE: Estates & Facilities Manager
RESPONSIBLE TO: Head of Housing Services
HOURS: 37.5 hours per week between 07:00am-20:00pm, Monday - Friday (flexibility is expected to suit the needs of the business)
Upon successfully completing the probation period, employees are given the option to transition to a 4-day working week, while maintaining their full salary. For part-time positions, this will involve a 20% reduction in daily hours worked.

1. To provide temporary hostel accommodation to homeless people
2. To develop a range of accommodation options and individual capacity building
3. To manage the Association and its projects with good practice and within statutory guidance.

MAIN PURPOSE OF JOB:
To lead and manage the YMCA Cardiff estates function across the organisations managed properties ensuring all buildings, grounds and facilities are safe, compliant, well‑maintained and fit for purpose. The role oversees the domestic and maintenance teams, plans and prioritises daily and project-based works, and ensures full compliance with relevant legislation, health and safety requirements, and the Welsh Housing Quality Standard (WHQS).
You will be accountable for the performance of the department and promote continuous personal development and that all staff members work in a psychologically informed way, ensuring every contact counts.
Main Duties
1. Service Delivery
a) Ensure all YMCA buildings, grounds and facilities across YMCA Cardiff are safe, compliant, and maintained to a high standard.
b) Ensure full landlord compliance across all YMCA properties by maintaining up‑to‑date EICRs, Gas Safety Certificates, fire safety checks, water hygiene monitoring, and all other statutory inspections
c) Oversee the delivery of planned, reactive and cyclical maintenance, ensuring timely completion and minimal disruption to services.
d) Maintain in-house reporting system prioritising and tracking maintenance requests, ensuring clear communication with staff and service users.
e) Ensure all estates-related work complies with statutory requirements, in particular Welsh Housing Quality Standard, Health & Safety legislation, and fire regulations.
f) Manage external contractors, ensuring quality, value for money, and adherence to agreed health and safety requirements and timescales.
g) Monitor building condition, identifying risks, defects and improvements needed.
h) Ensure effective delivery of estates-related support to housing, supported accommodation, and youth and community services.
i) Ensure that estates and facilities and its policies and procedures are fully integrated into the YMCA Cardiff process and organisational values.
2. Strategy and Planning
a) Work closely with the Head of Housing to implement and maintain the Asset Management strategy
b) Lead on the creation and delivery of planned maintenance schedules, and Welsh Housing Quality Standard compliance plans.
c) Maintain up to date knowledge on changing trends in estates and facilities management, in particular around energy efficiency technology within housing and community facilities.
d) Managing an annual budget ensuring value for money is achieved in all areas of estates and facilities work
e) Regularly monitor all YMCA sites to ensure continued high standards of delivery and upkeep
f) Manage an annual domestic and maintenance budget for each site ensuring value for money in all circumstances.
3. Line Management and Operational Delivery
a) Lead, manage and develop the domestic and maintenance teams, ensuring clear objectives, high performance and a positive team culture.
b) Allocate and oversee daily workloads, ensuring efficient use of staff time, skills and resources.
c) Set standards and provide technical guidance, coaching and support to domestic and maintenance staff, ensuring safe and competent working practices.
d) Conduct regular supervision, performance reviews and training needs assessments.
e) Ensure all team members follow health and safety procedure, risk assessments, safe systems of work and safeguarding responsibilities.
f) Oversee rota planning and emergency response procedures across all sites.
g) Ensure consistent standards of customer service, professionalism and communication within the estates team.
4. To carry out other duties that reasonably fall within the scope of the post:-
a) Responding to emergencies / crisis.
b) Attendance at meetings deemed appropriate by the Head of Housing.
c) Participation in training and supervision.
d) Assisting with jobs that usually fall to another member of staff but in whose absence, failure to carry out the work would present a risk or offence to others or would be detrimental to the organisations’ service provision.
e) You must work constructively with other departments within the YMCA Cardiff.
