Health, Safety & Compliance Officer

Based at our Head Office in Bridgend
Gibson STS is a well-established, third-generation family-run heating, building services and renewable energy company that has been operating for 65 years.
We deliver domestic, commercial and large-scale engineering projects for housing associations, public-sector organisations and major clients, including the NHS and Welsh Rugby Union.
Due to the continued growth of the business, we are looking to appoint an experienced and proactive Health, Safety & Compliance Officer.
We are considering applicants for both a full-time position and a part-time position. Please clearly state which position you are applying for, as the working arrangements and remuneration package will differ.
The Role
You will take the lead on all aspects of health, safety and compliance across the company.
The role will cover activities ranging from engineers working in customers’ homes to complex commercial installations, renewable energy projects and large construction and plantroom sites operating under CDM.
You will also be responsible for maintaining the company’s compliance systems, accreditations, policies and supporting documentation, ensuring that Gibson STS continues to meet its legal, regulatory, client and industry obligations.
This is a practical, hands-on role for someone who is confident challenging unsafe practices, reviewing compliance evidence and working closely with engineers, supervisors, project managers and senior management.
A strong understanding of gas systems, plantrooms and gas-related risks is essential. You must be able to provide credible, technically informed advice and effectively support and challenge our engineering teams.
Location and Working Arrangements
This role will be predominantly office-based at our company headquarters in Bridgend.
Most of your time will be spent at our HQ managing health and safety and compliance systems, reviewing documentation, preparing RAMS, maintaining accreditations, completing reports and supporting the wider management team.
Regular site visits will still form an important part of the role. These will include inspections and audits at domestic properties, commercial buildings, plantrooms and construction sites across Wales.
However, this is not a permanently site-based position, and the successful applicant should expect to spend the majority of their working week at our Bridgend headquarters.
Key Health and Safety Responsibilities
A critical part of this role will be preparing, reviewing and approving suitable and sufficient risk assessments and method statements (RAMS) for:
- Domestic gas works
- Commercial gas installations
- Heating and renewable energy projects
- Plantroom installations and upgrades
- Construction activities undertaken under CDM
You will also:
- Act as the company’s competent person for health and safety.
- Develop, implement and regularly review health and safety policies, procedures and safe systems of work.
- Carry out site inspections and audits across domestic properties, commercial buildings, construction sites and plantrooms.
- Produce clear action plans and ensure identified issues are followed through to completion.
- Lead or support accident, incident and near-miss investigations.
- Undertake root-cause analysis and implement appropriate corrective and preventative actions.
- Work closely with operations, project managers, supervisors and engineers to integrate health and safety into project planning and delivery.
- Deliver or coordinate toolbox talks, inductions and health and safety training.
- Maintain and continually improve the company’s health and safety management system.
- Monitor performance through audits, inspections, action tracking and KPI reporting.
Compliance Responsibilities
You will take responsibility for coordinating and maintaining company compliance across our operations.
Your responsibilities will include:
- Maintaining the company’s compliance policies, procedures, registers and supporting evidence.
- Ensuring company documentation remains current, accurate and aligned with legal, regulatory, client and accreditation requirements.
- Managing internal compliance reviews and identifying areas for improvement.
- Monitoring changes to relevant legislation, industry guidance and client requirements.
- Communicating compliance updates to management, supervisors, engineers and office staff.
- Maintaining training records, competency information and relevant compliance registers.
- Supporting the management of subcontractor and supplier compliance.
- Reviewing completed site documentation, inspection records, certificates, photographs and other supporting evidence.
- Ensuring corrective actions, audit findings and non-conformances are recorded, assigned and closed within the required timescales.
- Preparing compliance reports and performance information for senior management.
- Supporting tender submissions, client questionnaires and pre-qualification requirements.
- Liaising with clients, principal contractors, auditors, accreditation bodies and other external organisations.
- Promoting a positive culture where health, safety, quality, environmental and compliance standards are treated as part of everyday operations.
Legislative and Regulatory Knowledge
You will support compliance with relevant legislation and regulations, including where applicable:
- Health and Safety at Work etc. Act 1974

- Gas Safety (Installation and Use) Regulations
- Pressure Systems Safety Regulations
- Construction (Design and Management) Regulations 2015
- Provision and Use of Work Equipment Regulations

- Working at Height Regulations
- Environmental and waste-management requirements
- Relevant client, industry and certification requirements
Accreditations and Management Systems
You will take a leading role in maintaining the company’s external accreditations, certifications and compliance schemes, including:
- Constructionline
- CHAS
- SafeContractor
- ISO 45001
- ISO 9001
- ISO 14001
- Other client and industry-specific schemes
This will include:
- Preparing for and hosting external audits and inspections.
- Maintaining policies, procedures, records and supporting evidence.
- Coordinating annual renewals and accreditation submissions.
- Responding to auditor and client requests.
- Managing audit actions and non-conformances.
- Ensuring corrective actions are completed within the required timescales.
- Supporting continual improvement across health and safety, quality and environmental management systems.
About YouEssential Requirements
- NEBOSH Health and Safety qualification, or an equivalent recognised qualification.
- Strong practical knowledge of domestic and/or commercial gas work and gas safety.
- A good understanding of gas installations, appliances, boilers, commercial plantrooms, pressure systems and their associated risks.
- Previous health, safety or compliance experience within construction, mechanical and electrical services, gas, HVAC, building services or a similarly high-risk environment.
- Strong working knowledge of UK health and safety legislation and industry best practice.
- Experience preparing and reviewing RAMS.
- Experience conducting site inspections, audits and investigations.
- Experience maintaining compliance records, policies and supporting evidence.
- Strong organisational skills and attention to detail.
- A confident and professional communication style.
- The ability to engage constructively with engineers, supervisors, clients, contractors, auditors and senior management.
- Full UK driving licence.
- Willingness to travel to sites throughout Wales and occasionally further afield.
Desirable Qualifications and Experience
- NEBOSH Construction Certificate.
- NEBOSH Diploma or equivalent Level 6 qualification, or currently working towards one.
- IOSH membership at TechIOSH level or above, or working towards membership.
- Previous experience as a gas, HVAC, plantroom or renewable energy engineer, supervisor or health and safety adviser.
- Experience working with pressure systems, commercial heating systems or renewable technologies.
- Experience maintaining Constructionline, CHAS, SafeContractor or ISO management systems.
- Experience supporting ISO 45001, ISO 9001 or ISO 14001 audits.
- Experience completing client compliance questionnaires, tender submissions or pre-qualification documents.
- Knowledge or training in confined spaces, working at height, MEWPs, asbestos awareness, lifting operations, LOLER and permit-to-work systems.
