About the role
We are looking for an enthusiastic and motivated individual to work within our busy Parking Service, contributing to an effective and efficient professional parking appeals and debt recovery service on behalf of the council. You will need to make important decisions in relation to Penalty Charge Notice ‘cancellation or write off’ following consideration of the evidence submitted by an appellant against the council’s evidence. You will also be required to attend traffic tribunals on behalf of the council and prepare and process witness statements for the courts.
You will support colleagues within the team with fair and consistent decisions and be able to communicate complex issues effectively to the management team.
You will be required to deal with enquiries by telephone regularly on a rota.
Primary duties include:

Responding in writing to appeals that have escalated through regulated processes.
- Compiling cases and representing the council at Traffic Penalty Tribunal.
- Preparing witness statements for the registration of debts at Northampton court.
- Support staff with training.
- Respond to public enquiries about bailiff action.

Part of your duties will be to dispense advice on court procedures and the PCN appeals process from the point of issue through to court warrant. This is a fast paced and demanding place to work so you will need to be able to deliver under pressure and have an ability to understand traffic law and regulations.
You will also need to consider welfare and vulnerability in relation to parking debt in line with council and government guidelines. As part of a team of supervisors you will also be expected to provide regular support to the customer service officers by handling escalated enquiries and providing advice and guidance.

Your starting salary will be pro rata if the above position is less than 37 hours or term-time only.

Team and service working arrangements are designed to support both employee work life balance and team collaboration. These would be part of your individual working arrangements alongside any personal preference agreed with your manager in advance of joining. Your contractual location will be the designated council office for your team and travel to and from your contractual location would be at your own expense.
