We are an ambitious organisation entering an exciting phase of growth. Having successfully expanded into specialist children’s residential care and complex adult services, we are now seeking an experienced Business Development Manager to drive occupancy, develop strategic commissioner relationships and support the continued expansion of our specialist services across the Midlands and beyond. The Opportunity
Reporting directly to the Chief Operating Officer, this is a commercially focused leadership role responsible for developing sustainable referral pipelines across our:
- Ofsted Registered Children’s Residential Homes
- CQC Registered Residential Services
- Specialist Supported Living Services for Younger Adults
You will work alongside our operational leadership team to maximise occupancy, develop relationships with local authorities, Integrated Care Boards, NHS partners and commissioners, whilst identifying opportunities to expand our services based upon market demand.
This is not simply a sales role.
You will become a trusted partner to commissioners, helping ensure vulnerable children and adults are matched with the right specialist placements whilst influencing the future growth of one of the region’s fastest growing care providers.
Key Responsibilities
Business Development
- Deliver sustainable occupancy across all specialist services.
- Develop and implement a business development strategy aligned to organisational growth plans.
- Identify new commissioning opportunities across children’s and adult services.
- Generate new referrals through strategic engagement with Local Authorities, ICBs, NHS Trusts and commissioning teams.
- Represent Fosse Healthcare at regional and national networking events, conferences and commissioning forums.
Placement & Referral Management
- Manage the end-to-end referral and placement process.
- Assess referral suitability alongside operational teams.
- Coordinate timely responses to placement requests.
- Improve referral conversion rates and occupancy performance.
- Maintain excellent relationships with placement teams and brokerage services.
Commissioner Relationships
- Become the primary relationship manager for Local Authority commissioners.
- Develop preferred provider status across multiple commissioning authorities.
- Promote Fosse Healthcare’s specialist expertise and outcomes.
- Build long-term partnerships based upon trust, quality and responsiveness.
Market Intelligence
- Monitor market trends, competitor activity and commissioning intentions.
- Identify geographical gaps and opportunities for service expansion.
- Produce business cases supporting new service developments.
- Work closely with senior leadership to shape future investment decisions.
Strategic Growth
- Support the mobilisation of new services.
- Contribute towards property selection and market appraisal for future developments.
- Work collaboratively with Operations, Clinical and Finance teams to ensure sustainable growth.
- Help deliver occupancy and EBITDA targets across specialist services.
Performance Reporting
Produce regular reports covering:
- Occupancy
- Referral activity
- Conversion rates
- Commissioner engagement
- Market opportunities
- Competitor analysis
- Pipeline forecasting
- Business development KPIs
About You
We’re looking for someone who combines commercial drive with a genuine passion for improving lives.
You will have:
- At least 3 years’ experience in business development within health or social care.
- Experience within both children’s and adult specialist services.
- Knowledge of Ofsted and CQC regulatory frameworks.
- Proven experience working with Local Authority commissioners and placement teams.
- Strong understanding of children’s residential care, supported living and/or CQC regulated services.
- Excellent knowledge of commissioning pathways and procurement processes.
- Experience increasing occupancy within regulated care services.
- Outstanding networking and relationship-building skills.
- Commercial awareness with the ability to identify new growth opportunities.
- Strong presentation and negotiation skills.
- Excellent analytical and reporting capability.
- Full UK Driving Licence.
Desirable:
- Existing commissioner relationships across the Midlands.
- Experience supporting new service mobilisation.
