Role Summary
To take ownership of the commercial management of assigned civil engineering projects or work packages – ensuring robust cost control, valuations, change management, subcontract administration, forecasting and contract compliance – to maximise profitability and cashflow while maintaining strong client and supply-chain relationships.
Contract Management & Commercial Governance
- Administer the main contract and subcontracts (often NEC3 / NEC4, and may include JCT or bespoke forms).
- Ensure compliance with contractual processes, including notices, time bars, payment provisions and change control.
- Maintain key commercial registers: early warnings, compensation events / variations, payments, instructions and correspondence.
- Support project governance: cost approvals, procurement compliance and audit readiness.
Cost Management, Forecasting & CVR
- Establish and maintain project cost control: cost coding, accruals, commitments and actuals.
- Produce accurate monthly CVR reports, forecasting final margin and identifying risks and opportunities early.
- Provide cost advice to the project team and challenge inefficiencies, scope creep and unmanaged change.
Valuations, Payment & Cashflow
- Prepare and submit interim applications for payment with robust substantiation.
- Manage the valuation process: measure progress, agree interim valuations and resolve assessment differences.
- Develop and maintain a cashflow forecast in line with programme and procurement strategy.
- Ensure payment notices and pay-less notices are issued and received in accordance with the contract.
Change, Variations & Claims
- Lead identification, pricing, submission and negotiation of compensation events / variations and other entitlement.
- Maintain a live change register and issue required notices and supporting documentation on time.
- Produce detailed pricing build-ups from labour, plant and material rates, quotations and measured quantities.
- Support claims preparation (delay / disruption data, records and programme interface) under guidance.
Subcontract Procurement & Administration
- Lead procurement of subcontract packages: scope definition, enquiries, tender analysis, negotiation and placement.
- Draft and agree subcontract orders with clear scope, deliverables, programme and commercial terms.
- Manage subcontractor accounts: valuations, variations, payment notices, contra charges and final accounts.
- Monitor subcontract performance and act on commercial risk such as non-performance, delay or quality issues.
Measurement, Records & Assurance
- Ensure accurate measurement and documentation: site records, dayworks, allocation sheets, delivery tickets and as-builts.
- Implement effective dayworks control and verification in line with contract requirements.
- Maintain clean, auditable records to support valuation and claims and to protect the company’s position.
Stakeholder & Relationship Management
- Build and maintain strong relationships with the client commercial team, supply chain and internal stakeholders.
- Attend commercial and progress meetings, providing clear updates on cost, value, change status and risk.
- Communicate commercial requirements to site teams and drive good record-keeping and an early-notification culture.
Mentoring & Team Development
- Support the development of Trainee / Assistant QS staff through guidance, task delegation and review.
- Promote consistent commercial standards, templates and best practice across projects.
HSEQ & Professional Standards
- Operate in line with company HSEQ policies, promoting safe working and compliance.
- Maintain confidentiality, integrity and professional conduct.
Support client and internal audits and ensure corrective actions are closed out.
Qualifications/ Experience
Essential
- Degree, HNC or HND in Quantity Surveying or Commercial Management (or equivalent experience).
- CSCS card (relevant level).
- NEC contract training (NEC4 ECC recommended) including working knowledge of NEC3 / NEC4 mechanisms, including compensation events and payment processes.
- Company commercial systems / document control training.
- Proven QS experience in civil engineering (e.g. highways, drainage, earthworks, utilities, structures, surfacing).
- Strong understanding of cost management, forecasting, valuation and change control.
- Strong negotiation and communication skills, able to manage client and subcontractor relationships.
- High level of competence with Excel and commercial reporting.
Desirable
- Professional membership or progression (e.g. MRICS / AssocRICS, CIOB, ICES).
- Forecasting (advanced cost control) and negotiation skills training.
- Payment and notice compliance (Construction Act + NEC) and change / claims awareness
- Experience on frameworks and / or term maintenance contracts.
- Familiarity with estimating and bid-to-build handover processes.
