Job Title: Health & Safety Manager - City Services (Building Services and Maintenance)
Location: Hybrid And Cowley Road Hub, CB4 0DN
Contract duration: 9+ Months

Pay Rate: £29.43 per hour
Job Responsibilities
- Provide senior H&S advice, assurance and constructive challenge to senior leaders, managers and supervisors.
- Conduct operational H&S audits, inspections and assurance reviews across sites, depots, workshops and frontline services.
- Assess H&S governance, risk controls, incidents and outstanding actions.
- Review and improve risk assessments, method statements and safe systems of work.
- Identify and escalate serious, immediate or systemic risks.
- Lead/support investigations into accidents, incidents, near misses and dangerous occurrences, including RIDDOR advice.
- Review contractor H&S arrangements, competence, supervision and performance.
- Advise on the Council's client responsibilities under CDM.
- Identify gaps in training, competence, certification and supervision for safety-critical activities.
- Support managers to implement practical corrective actions and improve safety culture.
- Strengthen H&S action tracking, reporting and management information.
- Work with employees, managers, trade unions and the Corporate H&S Team.
- Produce evidence-based H&S assurance and improvement reports for senior management.
Person Requirements
- NEBOSH Diploma, Level 6 H&S qualification or equivalent.
- CMIOSH or demonstrable progress towards Chartered status with substantial relevant experience.
- Significant senior-level H&S advisory, management or assurance experience.
- Strong operational H&S experience in construction, housing, property, maintenance, fleet, workshops, public realm or similar environments.
- Strong knowledge of UK H&S legislation and good practice.
- Proven experience in audits, inspections, risk assessments and safe systems of work.
- Experience investigating serious or high-potential incidents and advising on RIDDOR.
- Strong contractor management and CDM experience.
- Ability to challenge and advise senior leaders and operational managers confidently.
- Strong analytical, reporting, communication and stakeholder-management skills.
- Pragmatic approach with the ability to translate legislation into practical controls.
- Ability to work independently and deliver improvements within a time-limited assignment.
- Full UK driving licence and ability to travel between operational sites.
- Local authority/public-sector experience is desirable.
