Rotherham Council's Housing Property Services has an opportunity for a Damp, Mould and Disrepair Officer to join the Council's Housing Property Service, supporting the investigation, management and resolution of Damp, Mould and Disrepair cases across the Council's housing stock. The role will involve inspecting occupied properties, identifying defects and underlying causes, assessing risks to residents, specifying remedial works, and helping to ensure the Council meets its legal, regulatory and service standards.
The successful candidate will manage a varied caseload of complex Damp, Mould and Disrepair cases, working closely with residents, contractors, surveyors, legal representatives and internal services to deliver effective solutions and improve property conditions and customer outcomes. You will also be responsible for maintaining accurate records, preparing clear reports, producing Scott Schedules, and supporting the Council's response to legal disrepair claims.
You will play a key role in ensuring residents remain informed throughout the lifecycle of each case, particularly where customers may be vulnerable or experiencing significant disruption. The role will also involve monitoring contractor performance, escalating risks where needed, and ensuring agreed actions are completed within required timescales.
The role will also involve supporting the Council's response to housing disrepair claims by preparing and reviewing technical evidence, witness statements, Scott Schedules and other legal documentation. You may be required to attend court where necessary and provide factual evidence relating to property inspections, repair histories and works undertaken.
You will report to and work under the direction of the Damp, Mould & Disrepair Manager, contributing to service improvements and ensuring robust arrangements are in place in line with legislative and regulatory expectations, including Awaab's Law, the Housing Ombudsman's Complaint Handling Code and the Regulator of Social Housing's Consumer Standards.

The successful candidate will have:

Experience of investigating and managing Damp, Mould, Condensation and/or Housing Disrepair cases.
- Good knowledge of domestic building construction, property defects and repair solutions.
- Experience of undertaking property inspections and identifying the causes of Damp, Mould and Disrepair.
- Knowledge of social housing repairs and maintenance services.
- Experience of working with customers in challenging or sensitive situations.
- The ability to prepare clear and accurate inspection reports, specifications and case records.
- Good IT skills and experience of using housing management, compliance or repairs systems.
- Knowledge and understanding of relevant legislation, regulatory standards, performance standards and best practice in this area.
- Effective communication skills, with the ability to explain complicated or sensitive information clearly, both verbally and in writing.
- A proactive approach to problem solving, data analysis, service improvement and achieving positive outcomes for residents.
