The Senior Technical Assistant sits within the Council's Parking Casework Team and is responsible for the full administration of Penalty Charge Notices (PCNs) — from issuing statutory notices and tracing vehicle owners via the DVLA, through to handling challenges, appeals, and preparing evidence for the Traffic Penalty Tribunal. The postholder acts as a key point of contact for parking-related enquiries and complaints, delivering service in line with the Council's Customer Care Code.

This role is the operational backbone of the Council's parking enforcement service. You'll handle Penalty Charge Notices from start to finish — tracing keepers via the DVLA, issuing statutory notices, and dealing with challenges and appeals up to Tribunal level — while also fielding parking enquiries and complaints directly from the public. Day to day involves a mix of casework, inbox and post management, and monitoring parking income for errors or discrepancies. It's a role that blends legally-precise administration with genuine customer service, so accuracy, resilience, and clear communication matter as much as technical know-how.
About You
To be successful in this role, you’ll ideally have...
- At least 12 months' experience dealing directly with customers
- At least 1 year's experience using computer-based systems
- Clear communication with customers, both face-to-face and by phone
- Ability to write concise responses to customers
- Ability to handle challenging situations
- Able to accurately follow defined procedures with minimal supervision
- Calm, polite, and patient manner
