Role summary (please see the full job description for further information on the role):
This critical role, reporting to the Head of Network, Programmes and Development, will lead nationally on the development and support offer to Careers Hubs, responsible for the design, implementation and continual evolution of CEC's national improvement offer for Careers Hubs. Ensuring that each Careers Hub is equipped with the training, tools, and resources they need to deliver practice effectively.
The role will lead a multidisciplinary team responsible for programme delivery, development, aligned to continuous improvement and performance insight. Working across the organisation, the role will ensure that national priorities are translated into practical support that enables Careers Hubs to deliver consistently high-quality outcomes.
The role is pivotal to drive change across the Network, working closely with colleagues from across the organisation to expand the depth and breadth of our development opportunities and make them available to the range of stakeholders across our network of Careers Hubs. The role will ensure that development and programme delivery are integrated into a coherent support offer for Career Hubs and wider partners.
As a member of the Network, Employers and Performance Senior Management Team, the post holder will contribute to wider strategic planning, organisational change and continuous improvement activity.
The ideal candidate will have experience leading improvement, capability-building or network development functions within education, skills, employment, local government or a similarly complex system. You will have a proven ability to scale effective practice, develop high-performing teams, and use data, insight and stakeholder feedback to shape impactful support offers.
They will be recognised for their ability to build trust, influence at senior levels internally and externally, and create the conditions for sustained improvement across distributed teams and partners.
Essential criteria:
Collaboration and Influencing – Builds trusted relationships across organisational boundaries, creating collaborative partnerships that encourage shared ownership, accountability and collective impact.
Programme and Delivery Management – Strong programme, project and implementation management capability, able to balance multiple priorities while maintaining quality, pace and effective risk management.
