Senior HR & OD Business Partner
Full Time | 37 Hours Per Week | Permanent
As Newport City Council continues to evolve, transform and modernise, we are looking for an exceptional Senior HR & OD Business Partner to join our ambitious HR & OD team.
This is a highly visible role for a strategic, influential and resilient HR professional who can build trusted relationships, navigate complexity and turn organisational priorities into practical people solutions.
You’ll bring senior HR business partnering experience, strong employment law knowledge and the confidence to support complex workforce matters, organisational change and service redesign.
Working at the heart of the organisation, you’ll partner with senior leaders, lead high-profile workforce initiatives and play a key role in delivering our People Plan. From workforce planning and talent development to employee engagement and organisational development, you will help create the conditions for our people and services to thrive.

What you’ll be doing
You’ll provide strategic HR and organisational development support across a diverse range of services, including:

Partnering with senior managers and leadership teams to deliver people-focused solutions.
- Leading and supporting organisational change, transformation and service redesign.
- Providing expert advice on complex employee relations and workforce matters.
- Supporting workforce planning, talent management and succession planning activity.
- Driving organisational development, learning and culture change initiatives.
- Contributing to strategic recruitment and attraction approaches.
- Coaching and developing members of the HR team.
- Using workforce insight and data to influence decision-making and improve outcomes.
- Helping shape and deliver the Council's People Plan priorities.
No two days will be the same, and you’ll have the opportunity to work on some of the most important people and organisational challenges facing local government.
While the initial focus will be on these areas, you will work closely with the Strategic HR leadership team and may also support or lead portfolios such as Schools HR, Employee Relations or Corporate HR.
