Role Purpose
City of Wolverhampton College is a large, vibrant and diverse further education college, proud of the role it plays in meeting local skills needs and transforming lives through learning. We have high aspirations for our learners and staff, and this role is pivotal in supporting the College’s mission to be consistently great, ensuring that students gain the qualifications, skills and confidence to progress into employment, apprenticeships, further training and higher education.
This role is central in providing strategic leadership and operational management of the College’s Estates and Facilities functions, including Health and Safety, Procurement and the operation of the College’s subsidiary company - City of Wolverhampton College Enterprises Ltd, supporting the Deputy Principal and Chief Executive in consistently delivering safe, efficient and sustainable first class learning and working environments.
The role will also oversee the development, maintenance and optimisation of the College estate, encompassing capital development, compliance, health and safety, space utilisation, environmental performance and service delivery.

Key Responsibilities
Estates and facilities:
· Providing leadership of the College Estates team to ensure that both proactive and reactive maintenance is actioned on a timely basis to an appropriate level of quality.
· Ensuring the Estates Manager undertakes the delivery of proactive site management systems, site maintenance projects and reactive site solutions increasing consistency of site delivery services.
· Meeting statutory requirements and ensure there are safe and clean sites that meet the College’s needs.
· Regularly review, update and action the Property Strategy with the objective of optimising the estate to meet the needs of students, employees and visitors alike with a consistently high-quality experience.
Supporting identification and completing funding applications for capital projects which are then delivered to time, qualityand budget, ensuring projects meet funding body requirements (e.g. DfE/ESFA) are effectively procured and deliver value for money.
· Lead all capital projects related to the estate, from feasibility and business case development through delivery, handover, and post-occupancy review. Safety, Health, Environment and Fire (SHEF): Ensure the College maintains a robust and effective Health and Safety framework that meets all statutory and regulatory requirements, providing a safe environment for staff, students and visitors.
· Work closely with the Health and Safety Manager to reduce the number of RIDDOR-reportable incidents and near misses, minimising risk and associated claims against the College.
· Foster a positive Health and Safety culture through role-specific training, regular communication, visible leadership, positive reinforcement of safe behaviours, and the timely management of non-compliance.
· Chair the Health and Safety Committee meeting and feed actions into the SHEF (Senior Manage the Defining Green Futures Committee and drive impactful measures to achieve net zero objectives within the College.
Procurement:
· To oversee the College’s procurement, tendering and contract arrangements to achieve agreed outcomes and value for money.
· Working with the Procurement Manager to establish and embed processes to capture all service contracts to ensure that ongoing quality and outputs are managed, and renewals are profiled in sufficient time to test the market. Further reinforcing and embedding the culture of seeking best value and compliance with college financial regulations.
· Ensuring that processes are appropriately designed and effectively implemented for the procurement process from raising purchase requisitions through to the payment of suppliers.
City of Wolverhampton College Enterprises Ltd:
· Oversee the operations and service delivery of City of Wolverhampton College Enterprises Ltd, ensuring commercial activities are effectively managed, financially sustainable, and aligned with the College's strategic objectives.
· Drive high standards of customer service, operational efficiency, and governance, while identifying opportunities for business growth, income generation, and enhanced stakeholder engagement.
· Ensure compliance with all relevant statutory, regulatory, and contractual requirements, maintaining the reputation and commercial success of the subsidiary company.
As a Senior Manager:
· Establishing and maintaining a reporting framework to drive cross-college improvements and promoting collaboration with colleagues across the College to provide services that are genuinely focused around staff and students.
· Interpreting complex information, providing clear and detailed explanations to ensure understanding by a range of stakeholders. This includes financial information such as budget performance, forecast outturns, margin analysis and other management reporting.
· Ensuring information required by internal and external auditors is provided accurately, promptly and in the appropriate format, enabling audit requirements to be met effectively and supporting the delivery of successful audit outcomes.
· Build and maintain effective working relationships with internal and external stakeholders, ensuring the timely exchange of information, which is also data-informed to support informed decision making.
Being part of the College Leadership Team
· Contribute to the development and implementation of the College Strategy and role model a visible, values driven leadership that promotes trust, accountability, professionalism, and continuous improvement.
· Prepare and present clear, timely papers and reports to support effective and informed decision-making at Board, Committee, Executive and Senior Management level. Sharing information where requested and appropriate for other key stakeholders such as the DfE.
· Manage budgets proactively in line with financial regulations, ensuring value for money and contributing to income generation and capital investment where appropriate.
· Deputise for Executive Management Team members, attending meetings and representing the College in key activities as required.
· Monitoring and reporting college key performance indicators.
· Participating fully in Human Resources procedures including the Annual Performance Review process; Return to Work/Managing Attendance Policy and Quality and Performance Management policies.
Other Duties and Responsibilities
- Ensure staff as well as visitors and contractors understand and consistently apply Safeguarding and Equality and Diversity measures to ensure a healthy, sustainable and productive learning environment is consistently maintained.
· To carry out any other duties as directed by your Line Manager.
