This role is a 6-month contract with a local authority, offering a daily rate of £800 to £850 under an umbrella arrangement. The position is pivotal in providing strategic leadership for the Council's Financial Accounting and Governance function. The successful candidate will ensure the delivery of high-quality financial reporting, statutory compliance, treasury management, and financial governance. Leading the Chief Accountant's Team, the role involves offering expert technical accounting advice, maintaining strong financial controls, and supporting the Council's financial sustainability through effective management and governance.
Responsibilities

Direct and manage the Chief Accountant's Team to ensure optimal performance, development, and delivery of essential financial services.

Supervise the management, support, and ongoing enhancement of the Council's financial systems to meet both operational and strategic needs.

Lead the financial governance framework of the Council, ensuring the maintenance of robust financial controls, policies, procedures, and compliance standards.

Develop and uphold financial regulations, delegation schemes, guidance notes, and procedures in accordance with legislative and regulatory requirements.

Monitor changes in government policy, accounting standards, and financial regulations, evaluating their impact and advising senior stakeholders as needed.

Ensure the precise and timely completion of statutory financial reporting obligations, including government returns and regulatory submissions.
Requirements:

Extensive senior-level experience in a finance or accounting role, ideally within a local government or public sector setting.

Proven track record in producing statutory accounts and managing year-end financial reporting processes.

Strong background in treasury management, financial governance, and financial control frameworks.

Fully qualified accountant (CCAB/CIMA) with current professional membership.

Degree-level qualification or equivalent relevant experience.

Comprehensive knowledge of local government finance, accounting standards, and statutory reporting requirements.

Working hours: 37 hours per week

Hybrid working arrangement: 2 days per week required in the office
