Reporting into the Electrical Estates Manager the post-holder is responsible for providing leadership to the operational electrical engineering team, the development of standardised practices and processes within their area of responsibility (trade group) and to support the delivery of modern maintenance services meeting compliant standards within a customer care focused environment.
The post-holder will provide specialist leadership, advice and support on hospital HV and LV installations.
To lead electrical trades staff in daily duties, both reactive and proactive, under the management of Electrical Estates Manager.
On receipt of appropriate training and appointment act as an Authorised Person (AP) or for a variety of disciplines, including, but not limited to:
HV (HTM 06 – 03)
LV (HTM 06 – 02)
Compliance and Documentation
To participate in the E&F compliance governance structure and associated performance meetings, taking a lead in individual areas assigned to meet compliance targets and KPIs.
Development and implementation of Estates policies, standard operating procedures and management plans relating to engineering safe systems of work complying with best practice guidance - Health Technical Memorandums, under the instruction of the Electrical Estates Manager.
To take ownership of investigations pertaining to health and safety and compliance issues, surrounding all areas within the post holder’s responsibility.
To produce and interpret complex reports from plant and equipment inspections. To document recommendations for remedial works and prepare action plans to deliver the remedial works.
Ensure compliance of the estates operational team and contractual services with all relevant statutory, legal, non-statutory and regulatory guidance as applied to the Trust’s operational estate.

Leadership
Leadership of the Estates electrical and engineering trades staff.
Assist in the recruitment of trade staff into vacancies within the Estates Operational Team.
Support new or less experienced work colleagues to adapt to the workplace.
Responsible for delivering ‘Tool Box’ talks and presentations to various trades groups to ensure appropriate training is delivered across a number of Estates disciplines.
Participation in training and development activities which are relevant to the job role.
Operational
To assist in the development, implementation, and regular monitoring of a performance management system (CAFM) to be used as a tool to demonstrate continuous qualitative improvement in the delivery of the operational service.
To maintain detailed records such as work sheets, control and scheduling of planned leave and absence.
To control, co-ordinate and monitor pre planned maintenance and statutory inspections to ensure the estate is maintained in such a condition that it fulfils its functions effectively, safely, economically and efficiently.
To arrange and ensure that building stock is maintained as required by survey, inspection and repair as necessary to ensure compliance as far as practicable with Trust policies and Statutory Instruments.
Identifying and implementing cost improvement plans for engineering areas.
Ensure safe and efficient use of equipment, resources and consumables at all times.
Organise and plan own day to day workload or activities in order to meet the demands of the job role.
To support the delivery of the Trust Capital Programme by providing technical information regarding the existing estate and assisting during development of specification and designs for new schemes.
To provide support where required during enabling works and construction schemes where service alterations and modifications to existing services are required to be coordinated.
Provide reasoned and technical advice on electrical issues to the Electrical Estates Manager, Engineering and Maintenance Staff.
To meet with Trust staff at all levels to arrange significant service interruptions, report completion of works, and manage final handover.
To provide planned and responsive maintenance service to ensure all clinical services are available wherever possible.
To provide effective communication with staff employed throughout the department to promote good employee relations
To supplement Estates capital project management resources when required.
Strategic Planning Responsibilities
To provide guidance and expertise, within the scope of AP duties, to the Estates strategy team to assist in the development of infrastructure across the Trust estate.
To contribute toward the preparation of the annual departmental business and longer-term strategic plans
Managing Resources and Risk
To have an up-to-date knowledge of Statutory Regulations, Health and Safety also to take reasonable care for the health and safety of themselves and Patients, staff and visitors who may be affected by their actions or omissions.
To co-operate with supervisory and managerial staff to seek to ensure that all relevant statutory regulations, the Trust’s policies, codes of practice, guidelines and departmental safety procedures are adhered to and participating in various forms of appropriate training provided by the Trust.
To apply judgemental skills in the evaluation of repair work hazards by carrying out suitable and sufficient risk assessments to health and safety of patients, visitors and staff.
Managing the Business
To embrace and support line management and the department in making service improvements effective within the workplace
Technical
Highly developed specialist Estates engineering knowledge underpinned by theory and experience. Preferably trained to degree level in a relevant discipline, or apprentice trained with further knowledge gained through courses and experience.
Experience on, but not limited to: LV and HV
To lead coordination of a multi-discipline team to deliver maintenance to specialist healthcare areas/departments outside of standard working hours.
To produce programmes of work for electrical systems where required
