JOB OBJECTIVE
The Head of Technology Services is responsible for the day-to-day leadership, management, and operational performance of the Technology Services function, covering IT Operations and Software Development. The role ensures reliable, efficient, and cost-effective technology services, while overseeing the successful delivery and support of software development activity aligned to business requirements.
The post holder acts as the senior operational leader for Technology Services, enabling the Technology Services Director to focus on strategic planning, governance, transformation, acquisitions, and wider business priorities.

KEY RESPONSIBILITIES
Leadership & People Management
· Lead and manage the IT and Development teams, ensuring clear objectives, accountability, and performance standards.
· Provide coaching, mentoring and professional development support to managers and team members.
· Manage team performance, resource planning, annual objectives, and regular review processes.
· Build a culture of collaboration, service ownership, continuous improvement and practical problem solving.
· Support succession planning and continuity across key operational and development roles.
IT Operations & Service Delivery
· Oversee the day-to-day operation of technology services across the business.
· Ensure IT services are delivered in line with agreed service levels, support processes, and business expectations.
· Manage operational performance across incidents, service requests, problems, changes, and releases.
· Monitor service desk performance, system availability, service quality, and user satisfaction.
· Act as the senior escalation point for major service issues and ensure timely communication with stakeholders.
Infrastructure, Systems & Applications
· Maintain oversight of infrastructure, cloud services, networks, endpoints, and core business systems.
· Ensure business-critical platforms remain available, maintained and appropriately supported.
· Coordinate system upgrades, maintenance windows, technology refresh activity and operational change.
· Support standardisation, resilience, and continuous improvement across operational technology services.
Software Development & Product Delivery
· Provide operational leadership across software development activities.
· Ensure development resources are allocated against agreed business priorities and delivery plans.
· Oversee development, testing, deployment, release management, and application support processes.
· Promote Agile delivery practices, robust documentation, code quality and continuous improvement.
· Work with stakeholders to balance development demand, support commitments, and resource capacity.
Supplier & Contract Management
· Manage day-to-day relationships with relevant technology suppliers, support partners, and operational vendors.
· Monitor supplier performance against agreed service levels and contractual expectations.
· Support procurement, renewal and commercial review activity for technology services and solutions.
· Identify opportunities to improve value for money, reduce duplication and strengthen service outcomes.
Financial & Resource Management
· Manage operational technology budgets within agreed parameters.
· Monitor expenditure, forecast future requirements, and support annual budget planning.
· Ensure effective use of internal resources, licensing, support contracts, and third-party services.
· Provide clear reporting on team capacity, operational demand, and delivery risks.

PERSON SPECIFICATION
· Proven experience managing IT Operations and Software Development teams.
· Strong understanding of IT Service Management principles and operational service delivery
· Experience leading multi-disciplinary technology teams in a medium-to-large, multi-site organisation.
· Excellent people management, stakeholder engagement and communication skills.
· Experience managing suppliers, budgets, support contracts and technology service improvements.
· Ability to prioritise competing operational demands while maintaining service quality and delivery momentum.
· ITIL Foundation or higher qualification.
· Agile, Scrum, project management or product delivery experience.
· Experience supporting digital transformation, automation and application modernisation initiatives.
· Experience with Microsoft 365, Azure, Dynamics 365, Power Platform or similar enterprise platforms.
Desirable
· Experience in utilities, telecommunications, construction, field services or a similar operational environment.
