Job Description – Registered Manager
Role purpose:
The Registered Manager is responsible for the provision of safe, effective, compliant and compassionate delivery of regulated activities within our learning disabilities services. This includes management of the supported living facilities, daycare centre, social clubs and Social Enterprises – The Furniture Workshop and Green Bike Project. We are seeking an experienced and motivated Registered Manager to ensure that individuals receive person-centred support, staff are competent and are valued by providing leadership, strategic direction, operational oversight and performance management of the services. To work equally as a member of a supportive Senior Leadership Team.
Responsibilities
Strategic and operational leadership
- Provide overall visible leadership and direction for the service
- Ensure day-to-day operations meet regulatory and contractual standards
- Develop and implement the service vision, strategy and culture
- Ensure effective business continuity, emergency planning and contingency arrangements are in place and regularly reviewed.
Ensure the service meets CQC requirements, legislation, regulations and professional standards
- Maintain CQC registration and regulator relationships
- Lead inspections, audits, action plans and notifications
- Ensure compliance with legislation, policies and best practice
- Ensure compliance with UK GDPR and Data Protection legislation acting as Data Protection Officer.
Ensure the provision of safe, high-quality person-centred care
- Ensure assessment, care planning and review processes identify each individual’s strengths, needs, preferences, communication requirements, protected rights, risks and desired outcomes.
- Ensure individuals and, where appropriate, families, advocates and representatives are meaningfully involved in decisions about care and service development.
- Promote independence, choice, community participation and the least restrictive approach, balancing positive risk-taking with proportionate safeguards.
- Monitor the consistency and quality of care through direct observation, audits, feedback, outcome measures and review of records.
- Ensure concerns, complaints and compliments are handled openly, fairly and promptly, with learning communicated and embedded.
Provide visible leadership to ensure staff are trained, supported, recognised and valued across the service.

- Lead a culture of learning, wellbeing and accountability
Build relationships with individuals, families, staff and external professionals to achieve positive outcomes
- Build professional, transparent relationships with individuals using the service, families, advocates, staff, commissioners, CQC, local authorities, health partners and community organisations.
- Represent the service professionally at reviews, panels, forums, inspections and contract-monitoring meetings.
- Ensure multidisciplinary and multi-agency working is coordinated, with clear decisions, responsibilities and follow-up.
- Protect and enhance the reputation of the service through openness, responsiveness and reliable delivery.
Promote a positive, inclusive and person-centred culture across the service
- Maintain visible, compassionate and inclusive leadership, promoting equality and diversity, dignity and respect in an environment in which individuals feel safe to speak up.
Monitor and maintain standards of safeguarding, health and safety, risk management and service quality
- Provide leadership on safeguarding adults, ensuring concerns are recognised, reported, referred, investigated and learned from in accordance with legal and local arrangements.
- Ensure decision-making complies with the Mental Capacity Act 2005 and applicable deprivation of liberty safeguards, including valid consent, best-interest decision-making and least restrictive practice.
- Ensure risks are assessed, reviewed and managed proportionately, with people involved in decisions wherever possible.
- Maintain oversight of incidents, accidents, near misses, allegations, restrictive practices and emerging patterns, ensuring immediate action and longer-term learning.
- Work constructively with safeguarding partners, commissioners, health professionals, police and other agencies.
Lead service development and identify opportunities for continuous improvement
· Establish a continuous improvement programme informed by audits, incidents, safeguarding, complaints, feedback, regulatory findings, staff insight and outcomes for individuals.
- Identify themes and root causes, agree proportionate corrective actions and verify that changes have improved practice and reduced risk.
- Share learning across the service, including lessons from good practice and positive outcomes.
- Encourage evidence based decision making, managing change in a planned way, assessing potential effects on all stakeholders whilst ensuring quality, safety and regulatory compliance
- Benchmark performance where suitable and support the development of a learning organisation.
To work effectively with the Senior Leadership Team (SLT) and the board of trustees
- The SLT provides Finance, HR and operational support
- The Chief Executive and Board of Trustees support effective governance, assurance and regulatory compliance.
Set and role model high standards of personal and professional behaviour
To oversee out of hours and on call support
Support organisational sustainability objectives and promote environmentally responsible working practices.
The Registered Manager may delegate duties where appropriate but retains overall accountability for the quality, safety and effectiveness of the regulated service.

Pay: £43,000.00-£48,000.00 per year
