Contract to start ASAP until 24-11-26 with a possible extension.
Responsibilities:
- Establishing clear programme grip and delivery discipline, including confirming scope, milestones, critical path, dependencies, accountabilities and immediate priorities across all areas of delivery
- Establishing and leading effective project and workstream groups across the technical, operational, legal, financial, commercial, workforce and other relevant areas, ensuring each group has a clear purpose, remit, membership, deliverables, milestones and accountabilities
- Putting in place the governance structure and reporting arrangements required to effectively manage the programme, including clear routes for decision-making, assurance, escalation and issue resolution, ensuring senior leaders have clear and timely visibility of progress, key decisions, risks, issues, dependencies and areas requiring intervention
- Developing and maintaining a single, integrated programme plan which brings together the detailed tasks, milestones, dependencies and deliverables required to achieve the transfer within the agreed timescales
- Establishing consistent project and programme controls, including action, decision, risk, issue and dependency management, with clear ownership and escalation arrangements
- Driving delivery against the critical path, actively challenging slippage, identifying emerging risks and dependencies, and putting in place corrective action where delivery is off track
- Ensuring effective reporting and escalation from project groups through the programme governance structure, providing accurate and timely information to enable decisions to be made quickly and at the appropriate level
- Working with partner authorities and other key stakeholders to support the development and agreement of the associated arrangements required to enable the transfer
- Providing clear and timely programme reporting and assurance, with a particular focus on delivery against critical milestones, risks to the transfer timetable, dependencies and actions required to maintain pace
- Ensuring that decisions, actions and recommendations are properly recorded, tracked and followed through to completion, with issues escalated promptly where they cannot be resolved within the appropriate level of governance
- Ensuring programme governance, documentation, reporting and assurance are proportionate, effective and consistently applied across all workstreams
