The role.
We are seeking a dedicated and experienced Project Technical Lead to join our Projects & Property Team. The Projects & Property Team are responsible for management and maintenance of the Councils property portfolio together with the delivery of the major infrastructure and construction projects. The team provides advice and support in property matters across the full council.
In this role, you will; be key in delivering regeneration and maintenance projects, estate transformation, effective estate management, compliance and statutory building advice, defect analyses, project delivery, sustainable, inclusive, and low carbon growth; you will support the Senior Technical Manager to make sure these projects are delivered in line with our sustainable and green ambitions while meeting the commitments within the North Somerset Corporate Plan.
Key responsibilities:

Provide comprehensive building advice to the Council covering all types of property, with a focus on effective maintenance.
- Develop asset maintence strategy, preparing planned preventative maintence plans and budget management for the estate. Undertake the supervision and management of repair and renewal works to the corporate property of the Council. Undertaking condition surveys of a wide variety of non-residential & residential property and preparing plans to maintain robust programmes for ensuring that property is compliant with statutory regulations.
- Support the wider Projects and Property in providing building advice in relation to the assessment of contractual liabilities, preparation of schedules of condition and dilapidations and the negotiation of claims. To undertake audits and inspections of property for a broad range of purposes including energy management, Health & Safety and disability access compliance.
- Have experience in working with and operating Computer Aided Facilities Management systems and integrating existing traditional practices.
Valid driving licence and own transport, or be able to provide alternative, suitable method of travel is an essential condition for this role.
Work style.

However, please note that during the induction period, it may be necessary to spend more time in the office to support your learning and development. We are flexible and open to discussions about your preferred working style, and if you wish to be in the office more frequently, this can be negotiated.
This role falls into the category of Flexible Worker which means you can expect to work in the following way:

- Training is provided to help balance work-life and manage time effectively, with an emphasis on communication for team touchpoints and planning in-office days for collaboration.
About you.
We are looking for an individual who is passionate about property maintenance and management, and who possesses the following skills and experience:
Essential criteria:

An approved professional qualification and professional membership relevant to the area of work (i.e. a BSc in building surveying, engineering, construction, contract law) and practical experience of working with project groups giving rise to a variety of technical skills and thorough understanding of the principles necessary to deliver the project and the necessary work practices and processes.
- Experience in the preparation and implementation of Planned & Preventative Maintenance Plans, budget preparation and reporting to client services to support a fit for purpose estate.
- Significant experience in contract management and commercial negotiations with contracting partners and external grant providers. Knowledge and understanding of budgets and delivering projects in compliance with time, cost and quality standards.
- Knowledge and understanding of technical and legal principles governing property acquisition, management, maintenance and disposal.
- Ability to manage/organise own work and that of a team to meet agreed deadlines with good communication skills both written and verbal.
Desirable criteria:

Fully Qualified Member of the Royal Institution of Chartered Surveyors. (MRICS or FRICS)
- Experience with the operation and management of CAFM systems.
