In November 2023, the Council declared a housing emergency. Every night over 6,000 households are in temporary accommodation in the city, with over 9, 000 homeless households in the city in total. There are over 32, 000 applicants registered on EdIndex, seeking social housing in the city.
In 2026 the Council agreed significant budget investment over the next five years to provide c.2,500 additional temporary accommodation units, as well as 3,400 additional settled affordable homes delivered by the Council and partners.
We are looking for an experienced and highly motivated, innovative individual to establish and maintain an effective Programme Management function to oversee the delivery of the homelessness related strategies linked to the budget delivery including temporary accommodation and homelessness prevention. The role will also oversee the Local Housing Strategy and Housing Emergency Action Plan.
The successful candidate should have experience within a homelessness or other similar service environment and have extensive knowledge of the homelessness legislative, regulatory and policy environment.

Our salary range typically reflects the initial starting salary and annually increases until it reaches the top of the range.
