Purpose of post
The Strategic Road Network (SRN) dominates the Welsh Government asset portfolio, accounting for the largest share by a significant margin, with a depreciated replacement cost of around £18bn. Whilst only around 5% of the total road length in Wales, covering 75 miles of motorway and 1000 miles of trunk road, the network carries a third of all traffic.
The Statutory Orders Branch is a specialist Unit which is responsible for the production and confirmation of orders for improving and maintaining the trunk road and motorway network, delivering local authority road schemes and stopping up highways to enable local development to be undertaken. The work of Orders Branch is highly specialised involving quasi legal drafting of statutory orders and ensuring compliance with statutory procedures. The Unit is part of a wider delivery team with responsibility for Trunk Road development and maintenance throughout Wales. This post’s role is to ensure that the statutory procedures and policy are adhered to and consistently and fairly applied with managerial responsibility for one Team Support.

Key tasks
Preparing and checking draft orders and order plans and maps and liaising when required with scheme consultants, local authorities, developers and the public relating to:
Regulation, both permanent and temporary, of trunk road traffic under the Road Traffic Regulation Act 1984;
Stopping up of highways under the Town and Country Planning Act 1990 enabling private and local authority development to proceed.
Arranging for responses to objections, and where appropriate distribution of documents leading up to Public Inquiries, co-ordinate consideration of Inspector’s Report and providing ministerial advice.
Management of TS in connection with Traffic and Stopping Up Orders.
Processing and making recommendations on statutory blight notices, discretionary purchase applications and favourable opportunity purchases in respect of land and property.
Overseeing and providing advice in respect of the consideration and decision-making process in relation to Local Highway Authority Orders submitted for confirmation when required.
Assist when required with requests for extensions to Local Authority Temporary Traffic Regulation Orders and Special Event consents, liaising with E&T’s Property Leadership Team (PLT).
Preparing draft advice in connection with ministerial correspondence and other correspondence when required.
Attending meetings; scheme exhibitions and public inquiries with line manager and project team when required.
Overseeing and checking financial records and making payments for the section.
Previous experience of interpreting and applying complex legislation would be beneficial.

Development opportunities
The successful candidate will gain a wealth of experience drafting and dealing with Road Traffic Orders. As part of the Transport and Digital Connectivity Directorate, the successful candidate will be invited to attend regular internal training sessions on a range of topics which affect the directorate.

A reserve list may be held for this opportunity. Any candidate who is successful in being offered a reserve status, will remain on the reserve list for 12 months.
The post is Pan Wales but office attendance will be required regularly to meet with team members and divisional colleagues. Wider team members are located Pan Wales, but immediate team members are located in Cardiff.
Attendance at scheme exhibitions and public inquiries (involving travel and overnight stays) may be required.
In the event of a large number of applications, an initial sift will be conducted against the lead assessment criterion: Delivering at Pace. Candidates who pass the initial sift may be progressed to a full sift or progressed straight to assessment/interview.
The successful candidate will be required to attend the office 2-days a week.

The pay scale of this role has a salary band between £30,754 and £34,997 in 3 annual increments. Pay progression is based on annual incremental advance to the next point on the scale (awarded subject to satisfactory performance) until the employee reaches the target rate.
If candidates score the same at interview, the first consideration will be the sift score. If this is equal, the criteria at interview will be weighted as follows:
