Role Overview
The Health, Safety and Training Manager holds overall responsibility for health, safety, environmental compliance, and workforce training at BAAS Construction Ltd. The business operates across roofing, fencing, kitchen refits, and residential retrofit and social housing contracts in Cheshire, Lancashire and Yorkshire. You lead CDM compliance on live projects and maintain the integrated management system across ISO 45001, 9001, and 14001.
Key Responsibilities
- Develop and maintain the H&S management system in line with ISO 45001, including policy, procedures, and objectives.
- Fulfil Principal Contractor duties under CDM 2015, including Construction Phase Plan production.
- Produce, review, and maintain a standardised RAMS library across all BAAS work categories: roofing, fencing, kitchen refits, and retrofit installation.
- Conduct regular site inspections, issue corrective actions, and verify close-out.
- Lead incident investigation for RIDDOR-reportable events and near misses, producing root cause analysis reports and implementing corrective actions.
- Plan toolbox talks for site managers to deliver, covering current hazard themes, legal requirements, and lessons from incidents.
- Maintain the workforce training matrix, identify competence gaps, and coordinate external training provision.
- Maintain ISO 45001, 9001, and 14001 certification and systems: document control, internal audit programme, non-conformance tracking, and management review.
- Manage accreditation scheme renewals including Constructionline, CHAS, and client prequalification portals.
- Prepare H&S and environmental responses for tender submissions and framework applications.
Person Specification
Essential:
- NEBOSH Certificate in Construction Health and Safety or equivalent.
- IOSH membership at TechIOSH grade or above.
- Experience producing and reviewing RAMS documentation across construction activities.
- Working knowledge of ISO 45001.
- Full driving licence.
Desirable:
- NVQ Level 6 Diploma in Occupational Health and Safety Practice or equivalent degree-level qualification.
- Demonstrable experience managing H&S in a construction environment as Principal Contractor under CDM 2015.
- IOSH Certified membership (CertIOSH) or active progression toward it.
- ISO internal auditor qualification across 45001, 9001, or 14001.
- Experience managing PAS 2030 or ECO-funded residential retrofit programmes.
