Job Description:
We are seeking an experienced financial professional with significant expertise in Financial Planning within a local authority environment, including a strong track record of leading and supporting the development of the Medium-Term Financial Strategy (MTFS), annual budget setting, financial forecasting, and long-term financial sustainability planning. The successful candidate will be a credible advisor to senior leaders, with the ability to provide robust financial challenge, strategic insight and high-quality decision support in a complex public sector setting.
The role will be responsible for:
- Leading and supporting the development, maintenance and delivery of the Council's Medium-Term Financial Strategy (MTFS), including financial modelling, scenario planning, funding analysis, and assessment of financial sustainability and risk.
- Coordinating and managing the annual revenue and capital budget-setting process, working closely with Directors, Heads of Service and budget holders to ensure robust budget proposals, accurate forecasts, and alignment with corporate priorities and statutory requirements.
- Providing strategic financial advice and challenge to senior officers, budget managers and elected Members, helping to inform effective decision-making and ensuring financial implications are fully understood and considered.
- Leading the production and presentation of monthly budget monitoring reports, quarterly performance reports, and other financial management information, ensuring reporting is accurate, insightful and supported by clear narrative and recommendations.
- Identifying, assessing and communicating key financial risks, opportunities, funding pressures and efficiency savings, ensuring appropriate mitigation strategies are developed and implemented.
- Driving continuous improvement in financial planning processes, budget management practices and financial reporting, promoting best practice and strengthening financial governance across the organisation.
- Building effective relationships with internal and external stakeholders, including senior leadership teams, service managers, external partners and auditors, providing constructive challenge and professional financial support.
- Reviewing, challenging and evaluating business cases, investment proposals and service transformation initiatives, ensuring financial assumptions, affordability, resource requirements, risks and anticipated benefits are realistic, robust and deliverable.
- Supporting the identification, development and delivery of budget savings and transformation programmes, tracking delivery against targets and ensuring financial benefits are realised.
- Ownership of reports for senior leadership, Cabinet, committees and elected Members, translating complex financial information into clear and meaningful insights for a range of audiences.
Essential Experience
- Significant experience of financial planning and budgeting within a local authority or similar public sector organisation.
- Extensive experience of developing and managing Medium-Term Financial Strategies (MTFS) and leading annual budget-setting processes.
- Strong understanding of the local government finance framework, funding mechanisms, financial governance requirements and statutory reporting obligations.
- Experience in providing strategic financial advice and challenge to senior officers and elected Members.
- Strong financial modelling, analytical and reporting skills, with the ability to interpret complex financial data and communicate findings effectively.
- Proven ability to influence stakeholders and operate effectively in a complex and politically sensitive environment.

Pay: £600.00 per day
