This is a rare opportunity to play a central, outward-facing role in that ambition. You will be the borough's champion for creative enterprise; the primary point of contact for creative businesses, workspace operators and sector stakeholders across H&F, leading delivery of our GLA-accredited Creative Enterprise Zone while providing crucial support on affordable workspace delivery.

Reporting to the Strategic Lead for Sectors & Clusters, you will lead delivery of our GLA-accredited Creative Enterprise Zone (CEZ) and support our Affordable Workspace Strategy; Cabinet-approved in March 2026 and now moving into delivery.

As the borough's outward-facing lead for the CEZ, you will build and maintain a rich network of creative businesses, arts organisations, developers and skills providers. You will plan and deliver a programme of events, networking opportunities and capacity-building activities in line with our GLA grant commitments, manage the Creative Hub network, and actively identify and manage meanwhile use opportunities across the CEZ geography; including maintaining a live database of existing and potential creative spaces.

Alongside this, you will support delivery of the Affordable Workspace Strategy across all four of its strands: grant fund administration, operator engagement through our new Affordable Workspace Forum, close working with Planning colleagues to maximise workspace contributions secured through Section 106, and supporting public asset development and regeneration opportunities as they arise. You will commission external consultants where needed, monitor external funding opportunities, and report progress to senior officers, elected members and the GLA.

This is a hands-on, externally-focused role that requires real-world delivery alongside strategic awareness. You will need to self-direct a varied portfolio across multiple workstreams, work confidently across teams, and get things done with limited day-to-day supervision.

About you

You will bring a strong understanding of the creative industries in London and the pressures facing creative businesses, particularly around workspace. You will have experience of delivering complex, multi-stakeholder programmes, managing budgets and grant funding, and working across the public, private and third sectors.

Crucially, you will be a natural relationship-builder; as comfortable on-site with a creative operator or at a sector networking event as you are writing a briefing for a senior officer. You will have a track record of planning and delivering events and networking programmes, and of developing collaborative relationships with a wide range of stakeholders. Experience of planning policy and Section 106 processes would be a real advantage, as would familiarity with GLA funding frameworks.

Above all, you will be motivated by genuine impact; not just outputs on a spreadsheet, but visible change in the borough's creative economy and the businesses and communities that drive it.
