About the role

We are looking for a proactive and delivery-focused Projects Officer to play a key role in maintaining and improving our diverse property portfolio across temporary housing and corporate landlord buildings.

This is a hands-on role where you will lead the coordination and delivery of property maintenance, minor works projects, and housing interventions, ensuring that our buildings remain safe, compliant, and fit for purpose.

You will take ownership of:

Managing temporary accommodation voids, ensuring properties are quickly turned around to a good standard and ready for reoccupation that meet Decent Home Standards and internal lettable standards.
Delivering minor works and refurbishment projects across a range of council-owned properties, supporting property disposals and hand backs, reviewing surveys for potential acquisitions, and managing minor works projects across the wider estate portfolio—including mobile home parks, commercial premises, arts centres, and public toilet facilities
Leading on damp and mould investigations, coordinating effective remediation works, and improving property conditions for residents
Contractors and in-house direct labour teams delivery, ensuring works are delivered on time, within budget, and to the required quality standards
Collaborate to design a planned capital works programme across the estate, carrying out condition surveys and incorporating whole life costings.

Working across housing and corporate assets, you will collaborate closely with internal teams and external partners to programme, prioritise, and deliver works that make a visible difference to residents and service users.

This role requires someone who can balance planned maintenance, reactive issues, and project delivery, while maintaining strong oversight of quality, cost, and performance.

Essential criteria for the role

Strong knowledge of voids management processes, property inspections, and repairs diagnostics.
Understanding of Decent Home Standards
Solid understanding of damp, mould, and condensation causes, mitigation and responsibilities under Awaab's Law
Working knowledge of compliance requirements in social housing.
Ability to write technical reports, specifications, and schedules of work.
Strong contractor management and performance monitoring skills.
Excellent communication skills with tenants, contractors, and internal stakeholders.
Ability to manage competing priorities and work effectively under pressure.
A current driving licence with daily access to a vehicle insured for business use.

Desirable Criteria

Asbestos Awareness (UKATA).
Damp & Mould Investigation training/certification.
Health & Safety qualification (IOSH/NEBOSH).
Relevant technical qualification in housing, construction, building surveying, or property maintenance (e.g., NVQ Level 3+, BTEC, HNC).
Experience supporting disposals, acquisitions, or stock rationalisation programmes.

Key responsibilities for the role

Compliance & Regulatory Liaison
- Work closely with the Compliance Team to ensure all statutory obligations are fully met across the void portfolio and wider estate, including:
  - Gas Safety
  - Electrical Safety (EICRs)
  - Fire Safety and smoke/heat alarm installations
  - Asbestos management and surveys
  - Legionella and water hygiene compliance
  - EPC/MEES requirements
- Support internal and external audits, regulatory reviews, and service inspections.
- Notify relevant teams of compliance risks, breaches, or potential systemic issues requiring strategic action.
Void Property Management
- Manage the end-to-end voids process to ensure efficient turnaround of empty properties in line with organisational KPI targets, policy, and budget.
- Carry out pre‑void inspections to determine scope of works, identify recharges, and ensure tenant obligations are met.
- Conduct post‑void inspections to verify the quality and completion of works, ensuring properties meet the organisation’s void standard.
- Prepare clear and accurate specifications, schedules of work, and work orders for contractors and operatives.
- Ensure void properties meet compliance requirements before sign-off, including gas, electricity, fire safety, asbestos, water hygiene, and EPC obligations.
- Liaise with Housing Management, Lettings, Contractors, and Asset Teams to ensure effective communication and timely handovers.
Damp & Mould Investigations
- Lead on full damp, mould, and condensation investigations within void properties and other designated assets.
- Undertake root-cause assessments using recognised diagnostic tools and sector best practice, including moisture readings, ventilation assessments, and structural reviews.
- Produce detailed reports with recommendations for remedial actions, ensuring responses align with the Housing Ombudsman’s Damp & Mould guidance.
- Work with Repairs, Surveyors, and Asset Management to ensure appropriate remedial works are completed before reoccupation.
- Identify patterns, escalate systemic risks, and contribute to organisational damp and mould strategy reviews.
Acquisition Support & Survey Review
- Review professional surveys, technical building inspection reports, EPC data, and condition surveys for prospective acquisitions or transfers.
- Identify compliance risks, structural defects, damp/mould issues, major repair needs, and investment requirements.
- Provide clear recommendations on suitability and financial viability to Asset, Development, and Leadership Teams.
Minor Works Project Management
- Plan and manage minor works projects across the organisation’s diverse estate, including but not limited to:
  - Mobile home parks
  - Commercial properties
  - Arts centres
  - Public toilets
  - Community facilities
  - Garages and communal structures
- Prepare specifications, request quotes, manage contractors, and ensure all procurement procedures are followed.
- Monitor delivery to ensure projects meet safety standards, regulatory requirements, and budget constraints.
- Carry out site inspections, issue snagging lists, and sign off completed works.
