Job Introduction
Reporting to The Utility Sub-agent will be responsible for developing and leading the utility works delivery with the Area utilities team for up to 2 Work packages having accountability for the delivery of the works with regards to safety, cost, programme and technical assurance.

Main Responsibilities
- Add valuable utility experience to the Utilities delivery, responsibilities of which including but not limited to:

Managing new temporary and/or permanent supply connections.

Managing the disconnection/abandoning existing utility services.

Managing the diversion of existing utility assets.

Managing the protection of existing utility assets.

Communicate with works managers, foremen, gangers, workforce and sub-contractors to ensure full understanding of information provided.

Managing and co-ordinating the activities of the site engineers to ensure all works and quality control procedures are performed in a timely and efficient manner, so as not to impede the construction programme.

Keep and monitor full and accurate daily/weekly site diary, including any changes / variations, subcontractors’ attendance, and records of work-related discussions with client / designer / RE / project team.

Implement and maintain the SCS Safety, Health, Environment, Welfare, and Quality Minimum standards throughout the Central utilities team and supply chain.

Implement and maintain SCS Environmental Management and Sustainability strategies as part of the delivery of SCS Utilities Works (HS2 Undertaking and Assurances, HS2 Environmental Minimum Requirements EMR’s, HS2 Code of Construction Practice COCP). Ensure that the requirements, as applicable within their discipline, are implemented on the project.

Notify all anticipated change, highlight risk and opportunities to the SCS Area and Core utilities team as part of the management of the SCS Utilities scope. Work as a collective team to Maintain the Utility Asset Register (UAR) and update the requirements in line with the progression of the HS2 Programme.

Actively pursue value engineering opportunities for the works within their sector, championing effective opportunities across the project.

Maintain HS2 and SCS values across the works, reducing waste, emissions, and carbon.
The Ideal Candidate
- Understanding of the delivery Contestable Utilities Work and associated Non-Contestable Utilities Work. Ideally in all sectors: Gas, Water, Electricity, Telecoms, Sewerage and Drainage.

Understanding of New Roads and Streets Works Act (NRSWA), Water Industry Act, Electricity Act

Understanding of Utility companies, procedures, and handover requirements for works done as a Lloyds Registered ICP/IGT/Self Lay Organization.

Understanding of street works, liaison with Local Boroughs/Highway Authority.

Understanding of NEC Contract terms and Conditions.
-
Understanding of planning tools and software (Primavera P6, MS Project) and their influence on the NEC Contract.
