We are seeking a seasoned Procurement Consultant to join a dynamic public sector procurement team for an initial six-month engagement. This role involves collaborating with commissioners, service managers, operational teams, and subject matter experts to oversee a variety of procurement initiatives across different service areas. The goal is to achieve compliant, commercially sound, and value-oriented results. This position is ideal for a versatile procurement professional who thrives on managing diverse projects and fostering strong stakeholder relationships within a multifaceted organization.

Provide procurement expertise throughout the entire procurement lifecycle.

Lead pre-market and supplier engagement activities.

Advise stakeholders on procurement routes and strategic approaches.

Develop procurement strategies and assist with governance approvals.

Support specification development and serve as a trusted procurement advisor.

Create and review procurement documents and tender packages.

Design commercial models and pricing structures.

Develop evaluation criteria, weightings, and scoring methodologies.

Manage procurement processes using eTendering systems such as Delta and Mercell.

Handle supplier communications and procurement clarifications.

Facilitate competitive dialogue and negotiation processes as needed.

Lead tender evaluations and moderation sessions.

Prepare award recommendations and governance reports.

Support contract mobilization and handover activities.

Build strong relationships with stakeholders across various service areas.

Mentor and support a Procurement Apprentice when necessary.
Requirements:

Demonstrated experience in delivering end-to-end public sector procurement projects.

In-depth knowledge of UK Public Procurement Regulations and best practices.

Experience in developing procurement strategies and managing complex procurement exercises.

Excellent skills in stakeholder engagement and relationship management.

Strong commercial acumen and negotiation abilities.

Experience collaborating with operational, technical, and commissioning teams.

Proficiency in using eTendering systems like Delta, Mercell, Proactis, Atamis, or similar platforms.

Strong project management, communication, and facilitation skills.

Ability to effectively manage multiple projects and competing priorities.

Experience in local authority or broader public sector procurement.

MCIPS qualification or progress towards MCIPS.
