Interim Technical Accountant (Closedown Review)
Spencer Clarke Group are working closely with Local Authority to appoint an Interim Technical Accountant to lead a comprehensive review of the authorities’ closedown arrangements and Statement of Accounts preparation.
This is a fully remote assignment focused on strengthening closedown processes, improving audit readiness and ensuring compliance with the CIPFA Code of Practice.

The Role
The successful candidate will undertake a fundamental review of the 2025/26 closedown process across both councils, while also supporting the Corporate Finance team with duties aligned to a Chief Accountant function.
Key responsibilities:
- Reviewing the Statement of Accounts, disclosure notes, working papers and supporting documentation.
- Assessing revenue and capital closedown processes, timetables, ownership, responsibilities and team capacity.
- Reviewing balance sheet controls, reconciliations, capital accounting and the Fixed Asset Register.
- Evaluating audit findings, prior-year adjustments, hard-close controls and the treatment of journals, accruals and grants.
- Ensuring compliance with the CIPFA Code of Practice and completion of the CIPFA Disclosure Checklist.
About You
You will have:
- Full CCAB qualification (CIPFA, ACCA, ACA, CIMA or equivalent)
- Extensive Local Government year-end closedown experience, including producing or reviewing Statements of Accounts.
- Strong technical knowledge of capital accounting, fixed assets, balance sheet management, external audit and the CIPFA Code of Practice.
