Job Description:
This General Engineer position is responsible for the comprehensive management of real property projects at a military installation. This includes the design, planning, programming, budgeting, and execution of new construction, renovations, and improvements to facilities and infrastructure, with a particular focus on utility systems. The incumbent will oversee construction contractors to ensure adherence to contracted specifications and schedules, utilizing a strong knowledge of general engineering and architecture. In addition to project management, the role involves providing consulting services, data collection and analysis, and ensuring compliance with all health, safety, and environmental regulations.
Qualifications and Key skills:
- A valid UK category B driving license
- One of the following:
- An accredited Bachelors or honors degree in engineering or technology
- An accredited Higher National Certificate (HNC) or Higher National Diploma (HND) in engineering or technology started before September 1999
- An HNC or HND started after September 1999 (but before September 2010 in the case of HNC) or a Foundation Degree in engineering or technology, plus appropriate further learning to degree level (i.e. NVQ Level 6)
- A National Vocational Qualification (NVQ) or Scottish Vocational Qualification (SVQ) at level 4, plus appropriate further learning to degree level (i.e. NVQ Level 6)
- Equivalent qualifications or accredited apprenticeships, or at an equivalent level in a relevant national or internationals qualifications framework.

**All qualifications are required to be accompanied by at least 1 year’s specialized experience.

Key Skills:
- Professional knowledge of civil, mechanical and electrical engineering concepts, principles, and practices and familiarity with architectural and other engineering disciplines.
- Knowledge of a broad range of engineering and construction standards, methods, practices, and techniques, materials, and equipment to determine compliance with federal, state, and local codes and regulations; of standard contracting regulations, practices, and procedures as it relates to facilities engineering; knowledge of health, safety, and environmental requirements as outlined in applicable standards, regulations, and/or technical orders; of environmental principles, practices, procedures, laws, regulations, and current legislative issues; of work classifications and the regulatory and statutory restrictions on the expenditures of appropriated and non-appropriated funds
- Knowledge of automated data processing concepts, systems capabilities, and economic usage to effectively accomplish assigned functions; and knowledge of program planning and budgeting cycles, financial control and budget systems and management.
- Knowledge of aesthetic and functional design techniques and skill in preparing project documentation, to include preliminary drawings, sketches, and construction drawings; and technique / skill in drafting sufficient to convey design concepts and ideas and formulate working drawings
- Ability to plan, conduct and record site/facilities surveys and inspection; to analyze, interpret, and apply results, rules, regulations, and procedures in a variety of situations and recommend timely and economical solutions
- Ability to plan and organize work and coordinate with other engineering disciplines and architects; and communicate effectively both orally and in writing and maintain good working relationships
Conditions of employment
1. You will be required to handle and safeguard sensitive information in accordance with applicable US and UK laws, rules and regulations. This position may also be coded as mission essential.
2. You may be required to travel by military and/or civilian aircraft, and you may also be required to travel to the US or other country, in the performance of official duties or attend necessary training.
3. You will be required to complete a 6-month probationary period.
4. Start & end times may be modified due to mission needs and in accordance with organization’s flexible working policies. Overtime may be required and you may be assigned other duties not included in this position description, but that are appropriate to the grade and skill set of the incumbent.
5. You must be able to communicate effectively both orally and in writing.
6. May act as project liaison with the Army Corps of Engineers or other design agencies as required.
7. May be required to serve on A&E selection boards.
8. You must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position. You will have up to 24 months to meet the applicable mandatory experience, education, and training requirements
