The Role
- You own and grow our 4D Planning & Programming business in the UK. Not a seat. A business to build.
- You take current major-infrastructure contracts, deliver them to a standard no one else in the market can match, then scale - into adjacent contracts, new projects, new jurisdictions.
- You work the clients. You scope the work. You direct the technical delivery. You grow the team. You own the outcome. Direct line to the CEO.
What You'll Do
- Navigate complex, multi-stakeholder construction programmes where agreement is hard-won. Get parties who don't align to align on sequencing, methodology, and risk.
- Scope 4D planning and programming work that translates construction complexity into clarity for owners, contractors, and site teams.
- Direct our planning engineers and 4D programmers to deliver to deadline and to standard.
- Build and grow the team from current headcount into a scaled delivery operation serving multi-billion-pound civil engineering programmes.
- Work inside joint ventures, agency structures, and major-contractor frameworks where the only leverage is credibility.
- Grow revenue and reputation of Urban CGI's planning division across the UK construction market.
What You Bring
- 10+ years in planning, programming, or project management on major civil infrastructure and construction projects.
- Proven track record scaling teams and headcount on multi-billion-pound programmes (civil engineering, tunnelling, heavy lifts, complex infrastructure).
- Genuine ability to navigate multi-stakeholder politics - you can hold a room of conflicting interests and leave with alignment and buy-in. You speak the language of contractors, owners, and consultants.
- Existing network in major construction - You know people in Tier-1 construction firms, major contractors, and infrastructure clients. You have relationships you can leverage and referrals you can activate.
- Working history on major civil construction firms (Balfour Beatty, Skanska, BAM, John Laing, Atkins, Jacobs, or equivalent). This is non-negotiable.
- Not interested in: Residential projects, building services, or small-scale work. This is major infrastructure only.
- Commercial head - You see planning as a lever that reduces risk and grows revenue, not a cost centre.
- Comfortable in a small, scaling, family-driven business. You're tired of being a cog in a megacorp. You want ownership, autonomy, and the ability to shape the business you're building.

A business to build, not a seat to fill. Contract or permanent (flexible). Day rate from £350 (negotiable by experience and scope). Real ownership from day one. Direct to the CEO.
