Job Title: Development & Regeneration Surveyor - Engineering & Surveying

Job Responsibilities:
- Provide expert professional property advice to support development and regeneration activity across the Council's property portfolio
- Lead and contribute to feasibility studies, options appraisals, development appraisals and business cases, assessing financial, technical and strategic considerations
- Prepare viability assessments and recommendations on preferred development and delivery options
- Identify and progress development and regeneration opportunities, including the reuse of surplus, vacant or underutilised Council assets
- Support the development and delivery of a pipeline of regeneration and development projects aligned with corporate priorities
- Lead or support negotiations relating to property acquisitions, disposals, land assembly, leases and development agreements
- Contribute to strategic asset optimisation and development pipeline planning
- Manage a defined caseload of development and regeneration projects, prioritising competing demands and ensuring deadlines are achieved
- Manage projects effectively against time, cost, quality, risk and governance requirements
- Commission, manage and monitor external consultants, agents and contractors, ensuring value for money and high-quality outputs
- Undertake site investigations, property inspections, condition surveys and appropriate due diligence activities
- Support funding applications, grant submissions and claims by assessing financial viability, deliverability and project requirements
- Apply professional judgement to development appraisals, valuations, viability assessments and property recommendations
- Ensure projects and decisions comply with relevant legislation, procurement regulations, professional standards and Council governance requirements
- Maintain accurate project records, documentation, audit trails and financial information
- Incorporate sustainability, equality and social value considerations into property and regeneration decision-making
- Supervise and manage at least two members of staff, including allocating work, monitoring performance, identifying training needs and addressing attendance or conduct matters
- Support the mentoring and professional development of junior staff, graduates and trainees where required
- Build effective relationships with landowners, purchasers, tenants, developers, surveyors, consultants, Welsh Government and statutory organisations
- Liaise with internal services including Finance, Legal, Procurement, Planning, Highways, Construction and Conservation to coordinate project requirements and delivery
- Provide professional property advice and guidance to senior officers, Directors, elected Members and other Council services
- Engage with communities and external stakeholders to support regeneration projects and appropriate funding opportunities
- Contribute professional property expertise to multidisciplinary project teams and support continuous improvement across the service
- Attend sites across the county and undertake duties in office, construction-site and outdoor environments as required
- Handle sensitive, challenging or potentially contentious negotiations professionally, including matters that may affect businesses, tenants or other stakeholders
- Work in accordance with Council policies relating to safeguarding, health and safety, equality, data protection and confidentiality
Requirements:
- Degree or equivalent qualification in Surveying, Real Estate, Property, Regeneration, Planning or a related discipline
- RICS membership, working towards RICS membership, or equivalent demonstrable professional experience and competence
- Considerable practical experience in the delivery of property development and/or regeneration projects
- Proven experience preparing development appraisals, feasibility studies, options appraisals and business cases
- Detailed knowledge of property development, valuation principles and development viability
- Proven experience of acquisitions, disposals, land assembly and property negotiations
- Strong analytical, commercial and financial awareness with the ability to assess viability, costs, risks and delivery options
- Successful project management experience, with the ability to deliver projects to agreed time, cost and quality requirements
- Strong financial planning, budget management and value-for-money skills
- Experience managing external consultants, agents, contractors or professional advisers
- Strong communication, negotiation, influencing and stakeholder management skills
- Ability to build effective relationships with internal services, external partners, developers, landowners, tenants and community stakeholders
- Experience working within a local authority, public sector or comparable complex organisational environment
- Ability to provide clear, credible and timely professional property advice to senior officers and elected Members
- Strong decision-making and problem-solving skills, with the ability to exercise professional judgement in complex and commercially sensitive situations
- Excellent organisational skills and the ability to manage multiple projects, competing priorities and deadlines
- Ability to work effectively both independently and as part of multidisciplinary teams
- Strong written and verbal communication skills, including the ability to prepare professional reports, appraisals, recommendations and business cases
- Ability to supervise, manage, mentor and develop staff effectively
- Good understanding of relevant property, planning, procurement, governance, health and safety and regulatory requirements
- Commitment to sustainability, equality, social value and inclusive regeneration
- Full driving licence or demonstrable ability to travel to sites and meetings across the county
- Ability to communicate in Welsh is desirable
