We are looking for an experienced and commercially astute Procurement Manager to lead strategic procurement activities across a diverse range of non-pay expenditure categories. Reporting into senior leadership, you will be responsible for developing and implementing procurement strategies, leading complex tender exercises, managing supplier relationships, and ensuring compliance with relevant procurement legislation and internal governance requirements.

Key Responsibilities
- Develop and deliver procurement strategies that support organisational objectives and achieve measurable cost savings
- Lead category management activities, including spend analysis, supplier reviews, market assessments, and sourcing strategy development
- Support business case development through robust market research, options appraisals, and make-versus-buy analysis
- Build strong relationships with internal stakeholders to understand business needs and develop procurement plans aligned to operational priorities
- Manage end-to-end procurement and tendering processes, ensuring compliance with procurement regulations and best practice
- Draft tender documentation, evaluate submissions, facilitate clarification processes, and oversee contract awards
- Promote the use of approved contracts and framework agreements to maximise value and minimise off-contract expenditure
- Maintain accurate procurement records, including contract registers, tender schedules, savings trackers, and approval logs
- Review and approve contract variations, extensions, and procurement waivers in accordance with internal policies
- Act as a key escalation point for supplier performance and contract management issues, supporting resolution and continuous improvement
- Develop and maintain strong supplier relationships to identify opportunities for innovation, risk mitigation, service enhancement, and additional savings
- Champion sustainable procurement practices and identify opportunities to deliver wider social, economic, and environmental benefits through procurement activity
- Embed effective risk management throughout the procurement lifecycle and escalate significant risks where appropriate
- Provide professional procurement advice and guidance to stakeholders across the organisation
- Deliver excellent customer service through effective communication and stakeholder engagement
About You
To be successful in this role, you will have:
- Significant experience in procurement, category management, or strategic sourcing
- Strong knowledge of UK procurement legislation, regulations, and best practice
- Experience managing complex tender exercises and supplier negotiations
- Proven ability to deliver cost savings and value-for-money initiatives
- Excellent stakeholder management and relationship-building skills
- Strong analytical and commercial decision-making abilities
