The Development Management Service plays a key role in supporting sustainable growth and development across Calderdale. Through the planning process, the service works with developers, local communities and Council services to ensure that development delivers positive outcomes for residents and contributes towards the wider objectives of the Council. An important part of this work is securing and monitoring planning obligations through Section 106 Agreements, helping to ensure that developments provide the infrastructure, services and mitigation measures required to support growth.
We are seeking to recruit a Compliance and Site Investigations Officer (Section 106) on a fixed-term maternity cover basis. This is an exciting opportunity to join a busy and collaborative team, helping to ensure that planning obligations secured through legal agreements are delivered effectively.
The successful candidate will be responsible for monitoring compliance with Section 106 Agreements and other planning-related legal obligations between the Council and developers. You will maintain accurate and comprehensive records, track obligations and trigger points, investigate potential breaches, and pursue cases of non-compliance where necessary. The role requires regular liaison with developers, solicitors and colleagues across Council services to ensure obligations are fulfilled and contributions are collected and spent in accordance with the relevant agreements.
You will also support the administration of monitoring systems and databases, provide advice and information to internal and external stakeholders, prepare correspondence and reports, and contribute to the continuous improvement of compliance and monitoring processes.
We are looking for an organised and proactive individual with excellent attention to detail and strong communication skills. You will be confident in maintaining accurate records, analysing information and managing competing priorities. Experience of working within a regulatory, compliance, legal, planning or administrative environment would be advantageous. The successful candidate will demonstrate the ability to work collaboratively with a range of stakeholders, investigate issues thoroughly and take a professional and solution-focused approach to resolving non-compliance matters.
A good standard of education, including English and Mathematics, together with experience of using IT systems and databases, is essential.
