About the Role
Leeds City College are seeking a Programme Manager of Engagement and Development to join our Future Pathways department!
The Programme Manager of Engagement and Development is a vital, impact-driven leadership role within our Future Pathways department at Leeds City College. Acting as a key bridge between pastoral care and academic pofogression, you will lead strategies designed to break down barriers to learning, enhance student well-being, and drive excellent retention and attendance across our cohorts.
In this role, you will have accountability for the department's wrap around support frameworks and spearhead the design and delivery of a high-quality, relevant PSHE curriculum that champions our learners' personal, health, and economic development. Whether managing transition inductions, designing targeted interventions for high-needs learners with EHCPs, or coaching your team, your focus will be on ensuring every student successfully settles into college life, stays on track, and develops the independence required to progress.
What You Will Do
- Take ownership of designing, developing, and delivering a high-quality, impactful PSHE curriculum tailored to the specific profiles of our learners to promote long-term personal development.

Design and lead targeted, proactive intervention strategies that ensure high-needs learners and those with EHCPs can engage fully in their studies and make continuous progress.

Manage the tracking and monitoring of student attendance, step in with robust support plans where student engagement drifts, and oversee the creation of individual pastoral SMART targets.

Manage the student induction and transition processes, ensuring learners are fully supported to get into college, settle in effectively, and maintain positive momentum once enrolled.

Supervise, coach, and manage a multi-disciplinary team to ensure high performance, while modeling restorative practice approaches to build authentic, trusting relationships with our learners.

Coordinate with internal specialist services (including SENCos and safeguarding teams) alongside external partners to provide a seamless, robust network of wrap-around care.

Oversee quality assurance across departmental tutorials, track progress metrics, and conduct first-stage student disciplinaries from a supportive, restorative perspective.
About You
- You hold a Level 5 Teaching Qualification (PGCE/Cert Ed) OR a relevant professional qualification in youth work, counselling, or pastoral leadership with a clear willingness to work towards a teaching qualification with our support. You also hold Level 2 (or above) English and Maths.

You bring extensive experience delivering pastoral care, managing attendance interventions, and designing support strategies for learners with complex needs or EHCPs.

You have a proven track record of planning, implementing, or delivering effective PSHE, personal development, or citizenship curricula for young people.

You are deeply committed to relational and restorative practice approaches. You possess exceptional interpersonal skills, allowing you to connect with disengaged young people and build trust with anxious families.

You can utilise student data productively to spot tracking trends, manage complex workloads, de-escalate challenges calmly, and think on your feet to solve problems creatively.
