Purpose of post
The Property Infrastructure Division’s vision is to help create modern and connected property infrastructure (sites and premises) to meet the needs of business in all parts of Wales to maximise regional economic benefits. The Division is a commercially focused, customer facing team with skills in a range of built environment professions. The Property Delivery Plan seeks to deliver a rolling programme of 300,000 sq ft p.a. of new premises together with investment ready sites with an estimated capex of £200M over the next 10 years. Recent examples include the delivery of a new 50,000sq ft advanced build employment premises at Rhyd y Blew, Ebbw Vale, and 32,500 sq ft of employment premises at Cross Hands in Carmarthenshire. Both developments achieved Net Zero Carbon in Use Standard.
The post holder will be responsible for delivering key capital and property projects on behalf of the Welsh Government. Projects may involve the construction, extension or alteration of commercial and industrial buildings, delivery of civil engineering projects and mains services and remediation of contaminated sites. The post-holder will provide technical, delivery and assurance decision making on a range of technical programmes and projects which achieve an impact for the economy and be accountable for managing, monitoring and evaluation of those projects and programmes and associated budgets.
The post holder will act independently and provide specialist construction, engineering, procurement and project delivery advice and recommendations to the Property team and to other parts of the WG.
The post holder needs to be an experienced built environment professional with experience in the management and delivery of construction/infrastructure projects. Knowledge of contract law is required, and they must operate credibly both within Welsh Government and with external stakeholders.

Key tasks
Lead and manage project teams and specialist consultants/contractors to deliver key projects within agreed timescales and budgets, including cashflow forecasts, risk and time schedule management.
Prepare and review project briefs and specifications and tender enquiry/procurement documents.
Management of procurement activities, creating new contracts.
Develop best practice on projects/partnerships and critically appraise, evaluate and monitor the performance to secure value for money and compliance. Promote excellence in design and use of materials as part of the Welsh Government’s Sustainable Development and Net Zero objectives utilising appropriate policy tools.
Provide specialist construction and engineering advice to the project teams within Enterprise, Connectivity and Energy Group and other Government Departments.
Prepare Ministerial Advice/Briefs and advice to the Property Leadership team to obtain approval for projects.
Implement and manage procedures to comply with relevant statutory regulations including Environmental, Health and Safety and Sustainability Duties.
Participate and represent the Department on various committees and working groups.

The post requires travel across Mid and North Wales to visit sites and premises. Visits generally range between weekly and monthly depending on the nature and stage of the project. This role may require occasional travel to other Welsh Government offices or sites in other parts of Wales from time to time. Sites could be in remote locations, not easily accessible by public transport, therefore a full driving licence is required.
