Due to the continued growth and expansion through the supply and installation of Architectural Metalwork, Smart City, Digital Signage, Wayfinding, Bus Shelters, Street Furniture, Transport Systems, Canopies, Tram Systems, Trueform has a requirement for an engaged and experienced customer-focused, technically and commercially competent NEC4 Project Quantity Surveyor to join our well-established management team delivering an 8-year c.£21.8m contract to improve NEXUS’s vision for improved public transport infrastructure in the Northeast.
About the Role
To coordinate NRSWA permits and associated street works administration for Trueform's multi-site NEXUS bus shelter programme, while providing reliable day-to-day project and depot administration. Working closely with the Regional Project Manager, the role will maintain accurate records, keep statutory and internal processes on time, and take ownership of routine administrative tasks so the project team can focus on safe, compliant and efficient delivery.
Job Description Key Activities.
- Coordinate NRSWA and local authority permit applications, variations, extensions, cancellations and closure requirements for planned project works.
- Use Street Manager and relevant local authority permit systems, maintaining an accurate live register of applications, approvals, conditions, deadlines, charges and status.
- Check that proposed locations, dates, durations, works categories, excavation and reinstatement details and traffic management information are complete and consistent before submission.
- Issue and monitor all required notices and updates, including start, stop, works clear and works closed notifications, within the applicable statutory and permit timescales.
- Review permit conditions and ensure they are clearly communicated to the Regional Project Manager, supervisors, operatives, traffic management providers and subcontractors before work starts.
- Liaise constructively with NEXUS, highway authorities, permit teams, utility companies, traffic management providers, subcontractors and internal project teams to resolve queries and secure road space.
- Monitor lead times, embargoes, traffic-sensitive streets, road-space clashes and other restrictions; flag risks early and support the Regional Project Manager with site sequencing and programme updates.
- Support permit inspections, defect queries, fixed penalty notices, overrun challenges and other street works correspondence by collating accurate contemporaneous records, photographs and supporting evidence.
- Prepare and maintain complete site and gang packs containing the relevant permits, conditions, drawings, RAMS, traffic management information, utility records and key contact details.
- Maintain orderly and auditable electronic and hard-copy project files, trackers, registers, correspondence and document control records.
- Collate and check operatives' timesheets, overtime, expenses, attendance and absence information, ensuring accurate submission to Payroll and Finance by the required deadlines.
- Support project ordering processes, including supplier quotations, purchase requisitions, purchase orders, delivery notes, goods received records, invoice queries, cost codes and associated filing.
- Provide general project administration, including updating trackers and schedules, preparing routine reports, coordinating diaries, taking meeting minutes and maintaining action lists.
- Undertake basic fleet and vehicle administration, maintaining records of drivers, inspections, mileage, defects, servicing, MOT, insurance and other renewal dates, and liaising with the fleet provider or garage as required.
- Manage day-to-day depot administration, including incoming and outgoing post, couriers, telephone calls, shared inboxes, stationery, PPE, office consumables and the reporting of facilities issues.
- Welcome visitors, act as the first point of contact for the office, manage signing-in arrangements and ensure visitors are directed and supported appropriately.
- Support senior and client meetings held at the office by coordinating rooms, diaries, meeting packs, presentations, refreshments and other practical arrangements.
- Assist with onboarding, training records, contact lists and other routine personnel administration for project staff and operatives, maintaining appropriate confidentiality.
- Provide flexible day-to-day administrative support to the Regional Project Manager and wider project team, and perform other reasonable duties or support other projects as directed by the Contracts Director.
Qualifications and Experience
We are looking for someone who has the following qualifications and experience:
- Valid Driving Licence (Cat B) – Desirable
- GCSE English and Mathematics at Grade C/4 or above, or equivalent.
- A good general standard of education with clear written communication and numerical accuracy.
- A level 3 qualification in Business Administration, Construction, Civil Engineering, Highways or a related discipline advantageous.
- Relevant Microsoft Office or administration qualification advantageous.
- NRSWA qualification, Street Works Permit Scheme training or other relevant highways administration training is advantageous.
- HNC/HND in Construction, Civil Engineering or Business Administration would be advantageous but is not essential.
- Practical experience of NRSWA street works permitting, Street Manager or comparable local authority permit systems - essential.
- Knowledge of the New Roads and Street Works Act, permit schemes, notice requirements, statutory timescales and permit conditions.
- Previous administration experience within highways, utilities, construction, transport infrastructure or a local authority environment is strongly advantageous.
- Competent user of Microsoft Office, particularly Outlook, Word and Excel, with the ability to maintain accurate trackers, registers and electronic files.
- Strong written and verbal communication skills, with the confidence to deal professionally with clients, highway authorities, suppliers, subcontractors, operatives and senior colleagues.
- Excellent organisation and time-management skills, with the ability to manage competing deadlines and follow tasks through to completion.
- High level of accuracy and attention to detail when handling permits, timesheets, orders, vehicle records and project information.
- A current first-aid qualification is advantageous.
