Job Title: Leasehold Asset Services Manager

Salary: £56593.87 per annum (£61478.49 per annum is achieved after 12 months successful performance in the role)

We have an immediate short-term opportunity within the Homeownership Asset Strategy & Delivery team to provide temporary cover for a key operational and service delivery role.
This opportunity is intended as a 6 month secondment/fixed term contract to support continuity of service. The focus is on maintaining effective delivery of planned and reactive repairs services for Homeownership customers, ensuring that works are managed through our contractors in a robust, timely and customer-focused way.
This would be a good development opportunity for someone with strong asset, repairs, contractor management, leasehold or operational service delivery experience who is looking to broaden their exposure to Homeownership, planned works, customer engagement and service charge-related governance.

Responsible for ensuring effective asset services are delivered on behalf of RHO properties, in line with lease requirements, business priorities and the Group’s Asset Management Strategy, ensuring works are delivered to cost, quality and timescales.
About you
We are looking for someone with:
- Experience within the building industry, ideally working within the Leasehold Sector.
- Relevant building qualification e.g. Higher National Certificate in Building, or equivalent.
- Understanding of statutory leasehold legislation.
- In-depth knowledge of building regulations.
- Ability to interpret leasehold legal terminology.
- Experience of producing clear, well-structured reports for senior leadership teams, including Board level, to successfully inform decision making.
- Ability to interpret business requirements using a variety of data.
- Results driven with strong analytical skills, including the ability to critically analyse complex
information.

Role Profile
- Build effective relationships with RHO stakeholders including the Director to gain an insight into business requirements and priorities, identifying current and future asset services for approximately 4,500 properties, ensuring RHO requirements are represented in Group-wide asset strategies and frameworks
- Lead, motivate and engage with your team to ensure the delivery of a high quality service, ensuring the development and implementation of objectives to underpin the Asset Management Strategy including the effective delivery of the required programme of works for RHO properties.
- Collaborate with RHO and Asset Services to develop and implement the programme of works for all planned maintenance, servicing and repairs for RHO properties, ensuring alignment to lease requirements and the Group’s Asset Management Strategy.
- Oversee delivery of the programme of works for RHO properties, ensuring quality and compliance standards and customer expectations are met, including on-site inspections during the progress of the works.
- Collaborate with Asset Services to develop RHO’s asset performance framework, including effective implementation and review of service level agreements and key performance indicators, ensuring asset services for RHO are delivered, monitored and continually improved.
- Monitor, review and report progress to key stakeholders including the Director of RHO on performance against the Asset Management Strategy and RHO’s delivery plan, ensuring appropriate actions are implemented to address underperformance.
- Manage RHO asset budgets, including sinking and cyclical fund balances of currently circa £3m and £2.7m respectively, ensuring effective financial planning and forecasting takes place to deliver RHO’s requirements and the Group’s Asset Management Strategy, and robust controls are in place to monitor spend and produce financial reporting as required to a range of senior stakeholders.
- Lead for compliance with Section 20 of the Landlord and Tenant Act 1985 for all RHO properties, as required, including interpretation of lease requirements, compliance and consultation obligations, and supporting legal challenges with attendance, and/or co-ordinating attendance at tribunals and liaison with solicitors as required.
- Ensure the Group’s Asset Management policies and procedures are implemented, communicated and utilised within RHO, identifying areas where amendments are required as a result of legislative changes, policy updates or customer, stakeholder or business specific needs.
- Provide a consultative service and expertise to RHO colleagues, including the Director, on sensitive and complex asset services matters.
- Leading on co-ordinating the integration of leasehold stock in to the business, as the result of stock transfers and mergers.
- Manage internal and external stakeholders effectively, building constructive working relationships to ensure the delivery of effective asset services on behalf of RHO.
- Manage the performance and development of your team, providing expertise, coaching and other developmental support as required, ensuring a quality service is provided and underperformance is dealt with appropriately.
- Conduct regular reviews of the Asset Management service by working closely with RHO and Asset Services to invite feedback, test new concepts and identify improvement opportunities. Improvement opportunities identified and realised should be in accordance with change management protocols.
- Lead on asset services disputes for RHO, acting as a focal point between the business and supplier to deal with escalated issues and complaints, ensuring effective and timely resolution where possible.
- Work collaboratively with the leadership team to ensure effective delivery of the wider service.
- Maintain accurate asset records, using appropriate systems, ensuring the integrity and quality of data to enable regular analysis to be carried out and reporting to be completed as required.
- Ensure internal business processes are followed in line with the Group’s policy, procedures and statutory requirements.
- Respond flexibly to any necessary changes in work priorities and undertake other duties when required to support the effective operation of the service.
- Ensure that all data protection requirements are met in accordance with the Group’s policy, procedures and statutory requirements.

Knowledge, Skills and Experience
Essential
