Job Overview
Carmarthenshire County Council is seeking Employee Services Assistants to support the Employee Services Team with HR and payroll administration.
The role will involve providing timely and accurate support across HR and payroll processes, including maintaining employee records, preparing correspondence and contractual documentation, dealing with enquiries, retrieving and summarising data, supporting payment calculations, and ensuring work is completed accurately in line with data protection and Council standards.
This role requires strong administration, ICT, attention to detail, customer service, confidentiality, HR/payroll systems and employee record handling experience.

This is an Employee Services Assistant / HR Payroll Administration role.
Candidates should ideally have experience working in a busy HR/payroll environment and must be confident handling confidential employee information.
The role requires strong administrative and ICT skills, good attention to detail, the ability to prioritise competing demands, confidence working with systems, and the ability to work independently with minimal supervision.
Experience of HR/payroll processes and systems is preferred. Knowledge of employment terms and conditions would be beneficial.
No DBS check is required for this post.
Candidates without HR administration, payroll administration, employee records, confidential data handling, system use, data retrieval or strong administrative experience are unlikely to be considered.
Key Responsibilities
- Support the Employee Services Team with HR and payroll administration
- Provide effective and timely HR/payroll support
- Maintain high levels of customer service
- Maintain employee records accurately
- Update manual and electronic HR/payroll records
- Ensure employee data is accurate and compliant with Data Protection standards
- Prepare HR and payroll correspondence
- Prepare contractual documentation
- Ensure employees receive correct HR/payroll correspondence
- Ensure contractual documentation is completed to defined standards
- Support payment calculations and payroll-related processes
- Record, monitor and calculate payments due where required
- Ensure notifications are correctly authorised
- Deal with HR/payroll enquiries from managers, employees and colleagues
- Retrieve and summarise data to support accurate responses
- Provide timely responses to enquiries and correspondence
- Refer or brief Employee Services Officers on more complex issues
- Research and interrogate systems to produce relevant data
- Interpret and maintain working knowledge of HR/payroll legislation
- Act as a point of contact for staff on current HR/payroll matters
- Support routine and unexpected tasks
- Provide support to team members and other sections
- Take part in projects and tasks that support the team and division
- Assist with Standard Operating Procedures
- Support improved service provision
- Build strong working relationships with managers and staff
- Communicate clearly and diplomatically
- Provide timely advice, solutions and information
- Work with People Management colleagues on collaborative projects
Essential Experience & Skills
- Strong administrative experience
- Experience working in a busy office or service environment
- Experience using HR/payroll systems or similar employee record systems
- Knowledge of good practice HR/payroll processes
- Understanding of HR/payroll practices and procedures
- Understanding of key HR/payroll core functions
- Ability to maintain confidential information
- Ability to exercise discretion when responding to queries
- Excellent ICT skills
- Ability to retrieve and summarise data
- Experience researching and interrogating systems to produce relevant data
- Strong attention to detail

- NVQ Level 2 or above in Business Administration, equivalent relevant qualification, or equivalent experience

This is a temporary opportunity running until 31 March 2027.
The successful applicant will be required to work from the office 1 to 2 days per week as part of the service’s hybrid working arrangements.
