Location: Hull / East Yorkshire
Hours: Initially 2–3 days per week during setup, reducing to approximately 1–2 days per week

We are a growing commercial property group managing approximately 400 commercial properties and units, principally within the Hull City Council (HCC) and East Riding of Yorkshire Council (ERYC) areas.
We require an experienced Business Rates Portfolio Administrator to take the lead in managing business rates across the portfolio.
The successful candidate will establish and maintain a complete business-rates control system, proactively manage changes in occupation and ensure all valid liabilities are paid while incorrect demands are challenged.
Principal responsibilities
- Review approximately 400 commercial properties and separately assessed units.
- Reconcile HCC and ERYC records against our tenancy and property-management records.
- Establish and manage access to the councils’ online business-rates systems.
- Create a central register of every unit, occupier, rateable value, account number and liability period.
- Lead the process whenever a tenant moves into or vacates a unit.
- Obtain leases, licences and occupation evidence from property managers.
- Notify HCC or ERYC promptly and retain proof of every submission.
- Follow each notification through until the council issues written confirmation and corrected bills.
- Challenge units and liability periods incorrectly placed in a landlord company’s name.
- Apply for empty-property exemptions and all applicable reliefs.
- Monitor exemption expiry dates, payment deadlines and outstanding council actions.
- Manage the group’s VOA Business Rates Valuation Account.
- Identify valuation matters requiring a VOA check or referral to a specialist rating surveyor.
- Arrange payment of valid bills through the company’s approval process.
- Resolve historic discrepancies, reminders, summonses and liability-order correspondence.
- Recover refunds and credits owed to group companies.
- Provide a concise weekly report covering payments, disputes, credits, deadlines and unresolved matters.
The administrator will lead this function and proactively obtain information from property managers, tenants, finance staff, HCC, ERYC and external advisers. This is not simply a bookkeeping or data-entry role.
Essential experience
- Direct experience administering UK business rates.
- Experience managing a substantial commercial property or multi-site portfolio.
- Strong knowledge of occupier liability, vacant-property rates, exemptions and reliefs.
- Experience dealing with local authority business-rates departments.
- Familiarity with VOA systems and the Check, Challenge and Appeal process.
- Excellent spreadsheet, systems and record-management skills.
- The confidence to take ownership and follow cases through to completion.
Previous experience working with HCC or ERYC business-rates accounts would be particularly advantageous.
This role may suit an experienced former local-authority business-rates officer or rating professional seeking regular, flexible part-time work.
