Location: Council Offices, Southfield Road, Loughborough, LE11 2TX

Contract Duration: 4+ Months (Temporary contract)
Working Hours: 37.5 hours per week - 2 days remote, 3 days in the office
Pay Rate: PAYE: £41.69 per hour
Job Responsibilities
- Manage major and complex planning applications from pre-application stage through to decision
- Provide professional planning advice to applicants, developers, agents, councillors, and other stakeholders
- Conduct site inspections, research, consultations, and negotiations on planning proposals
- Lead negotiations on Section 106 agreements for major developments
- Lead Development Teams for major applications and Planning Performance Agreements
- Prepare clear and accurate planning reports, including reports for Planning Committee
- Present planning applications and recommendations to Planning Committees
- Prepare evidence and represent the Council at planning appeals, public inquiries, and hearings
- Provide advice on complex planning matters to colleagues and other Council departments
- Work with planning enforcement teams on investigations and enforcement cases
- Assist with planning projects and provide supervision, guidance, and support to team members
- Contribute to improving service delivery, customer satisfaction, and performance
Person Specification
Essential
- Degree in Town Planning or a related subject
- Substantial recent experience in Development Management
- Experience handling complex and major planning applications and appeals
- Strong knowledge of current planning legislation, policies, and guidance
- Ability to analyse complex planning issues and prepare professional reports, letters, and evidence
- Experience presenting planning applications to committees
- Strong written and verbal communication skills
- Effective negotiation and presentation skills
- Good IT skills and ability to use planning-related software
- Self-motivated, organised, and able to meet deadlines
- Ability to work independently and as part of a team
- Ability to influence and negotiate with a range of stakeholders
- Strong commitment to customer service
Desirable
- Membership of the Royal Town Planning Institute (RTPI)
- Diploma or Master's degree in Town Planning
- Experience in staff management and development
- Leadership qualification, such as ILM Level 3
- PRINCE2 or other project management qualification
- Experience with specialist planning software
