Sanctuary Personnel is recruiting for an experienced HR Consultant specialising in Job Evaluation to join a progressive public sector organisation in Bristol. This is a brand-new permanent opportunity for an experienced HR professional with strong Local Authority and NJC GLP experience, offering the opportunity to influence job evaluation, grading, HR policy, and wider workforce practices.
The role is predominantly remote, with occasional attendance required at offices in Bristol. Candidates should be comfortable travelling to Bristol when required and have a good understanding of the area.
About the Role
As an HR Consultant – Job Evaluation, you will provide specialist HR advice and support across job evaluation, role design, grading, employment policy, and complex HR matters.
You will play an important role in ensuring roles are assessed fairly and consistently, supporting managers with job evaluation processes and contributing to the development and maintenance of appropriate frameworks and documentation.
Alongside your specialist job evaluation responsibilities, you will provide high-quality HR advice across a range of employment matters, contribute to HR policy development, and support organisational projects that influence workforce culture and working practices.
You will work closely with managers, HR colleagues, and internal stakeholders to promote consistent, fair, and legally compliant employment practices.
Key Responsibilities
- Lead and support job evaluation activity, ensuring roles are assessed fairly, consistently, and in accordance with established frameworks
- Advise managers on role design, grading outcomes, job evaluation processes, and associated HR matters
- Apply your knowledge of NJC GLP and relevant job evaluation principles to support accurate and consistent grading decisions
- Support the maintenance, review, and development of job evaluation frameworks, processes, and documentation
- Review and develop HR policies to ensure clarity, fairness, and compliance with employment legislation
- Provide advice and guidance on complex HR casework, including conduct, capability, performance, and attendance
- Analyse role, workforce, and organisational data to support pay, grading, and workforce decisions
- Produce clear, evidence-based advice and recommendations for managers and HR colleagues
- Support organisational projects requiring specialist HR and policy expertise
- Act as a trusted HR advisor, promoting consistent and fair people-management practices
- Contribute to learning resources and training designed to improve people-management capability
- Support Equality Impact Assessments and wider workforce initiatives where required
- Handle sensitive and complex discussions professionally, objectively, and with sound judgement
Job Evaluation Focus
The successful candidate will have substantial experience in job evaluation within a Local Authority environment, with particular knowledge of the NJC Green Book / GLP framework.
You will be responsible for supporting and advising on:
- Job evaluation and grading processes
- Role profiles and job design
- NJC GLP methodology and principles
- Consistent application of grading frameworks
- Pay and grading-related workforce decisions
- Evaluation documentation and processes
- Providing advice to managers on job evaluation outcomes
- Reviewing and maintaining job evaluation frameworks
Applicant Requirements
To be considered for this HR Consultant position, you will need:
- Significant previous Local Authority experience – essential
- Proven experience working with NJC GLP / Green Book job evaluation – essential
- Substantial experience in an HR Consultant, HR Advisor, HR Business Partner, or similar senior HR role
- Demonstrable experience of job evaluation, grading, role design, or related HR processes
- Strong knowledge of UK employment legislation and HR best practice
- Experience providing advice on complex HR casework, including conduct, performance, capability, and attendance
- Strong analytical skills, with the ability to interpret workforce and role information
- Excellent written and verbal communication skills
- The ability to provide clear, evidence-based advice to managers and stakeholders
- A collaborative approach and the ability to handle sensitive matters with professionalism and sound judgement
About You
You will be an experienced HR professional with a strong background in Local Government HR and job evaluation. You will have a detailed understanding of NJC GLP / Green Book processes and be confident advising managers on job evaluation, grading, role design, and associated HR matters.
You will be analytical and commercially aware, with the ability to interpret complex information and translate it into clear, practical advice. You will also have strong knowledge of employment law and wider HR best practice.
The successful candidate will be confident working independently in a predominantly remote environment while maintaining strong relationships with managers, HR colleagues, and wider stakeholders.
Working Arrangements
This is a mostly remote role, although candidates should be prepared to attend the Bristol office when required, potentially around once per week.
There are also in-person team meetings held approximately two to three times per year, with other team meetings taking place remotely.
Candidates applying from outside Bristol should ensure they are comfortable with the required travel arrangements and familiarise themselves with the area.
