North Tyneside Council are looking to recruit a Capital Programme Officer To assist in the development and implementation of the Council’s Capital Investment Strategy and the delivery of capital programmes, internal and externally funded.

Develop and deliver effective project management in the implementation of capital
- Co-ordinate several small to large teams, this may include some specialist posts or Ensure regular two-way communication and engagement with teams.
- Ensure self and the delivery teams have the highest regard for customer service, whilst effectively managing the demand for services.
- To use appropriate communication methods to deliver project and corporate To fulfil responsibilities as a corporate parent
- To account for a large budget or responsible for small to medium
- Uses knowledge and expertise in own field to determine solutions to problems within own service area, as well as the wider Design, Property & Construction team.
- Contribute to the development of medium to longer-term investment plans and
- Ensure effective liaison between service users, service managers, design teams, educational and technical experts as necessary in capital matters to agree design briefs and monitor
- Develop, implement and monitor quality assurance procedures, effective client consultation and involvement in all investment programmes with appropriate liaison with service providers in the monitoring of
- To take a proactive approach to self-development and keep an up to date working knowledge of best practice associated with the area of work.
- To embrace opportunities for change and to encourage new ways of working including the use of technology.
- To interact with others to develop, influence or change behaviour to ensure that all project team members are working to the Councils values and expected competency levels
The successful candidate

Co-ordinate and support multidisciplinary team to manage and deliver construction and development activity across the service including all modernisation, refurbishment based on compliance and condition.
- Have a sound working knowledge of a wide range of construction and development activity from Investment, modernisation and refurbishment schemes through Schools and non-housing buildings.
- Support on the preparation and delivery of a range of projects that make up the Investment plan from inception through to completion.
- Co-ordinate internal resources, third-party contractors, and technical partner for the flawless execution of
- Ensure that all projects are delivered on time, within scope and within
- Develop project scopes and objectives, involving design and delivery teams to ensure the end users’ requirements are achieved.
- Develop a detailed project plan to track
- Use appropriate verification techniques and formal contract documentation to manage changes in project scope, schedules and costs.
- Develop appropriate KPI’s and measure project performance using appropriate systems, tools and techniques.
Manage the risk register for a project and perform risk management to minimise project risks. Establish and maintain relationships with all members / organisations of the project team Create and maintain comprehensive project documents
