As part of our redesigned People Services operating model, this newly created role offers an exciting opportunity to influence how we attract, recruit and retain talent. You'll help create an outstanding candidate experience, support managers to recruit successfully and ensure the Council remains competitive in an increasingly challenging labour market.

As Recruitment Lead, you will provide professional recruitment expertise to managers and lead the delivery of an efficient, effective and customer-focused recruitment service. You'll oversee end-to-end recruitment activity, ensuring vacancies are filled successfully and in line with employment legislation, safer recruitment requirements and council policies.
Working closely with managers and stakeholders across the organisation, you will support workforce planning, employer branding and talent attraction initiatives, while continuously improving recruitment processes, systems and candidate experience. You'll also contribute to the development of a modern and forward-thinking People Service that supports the council's long-term workforce ambitions.

- Lead and coordinate end-to-end recruitment activity across the council.
- Provide specialist recruitment advice and guidance to managers.
- Support attraction campaigns, employer branding initiatives and recruitment marketing activity.
- Work with managers to understand current and future workforce requirements.
- Ensure recruitment processes comply with employment legislation, safer recruitment requirements and council policies.
- Manage and oversee pre-employment checks, including references, Right to Work, DBS and qualification checks.
- Act as the council's subject matter expert on recruitment and candidate attraction.
- Monitor recruitment performance and produce reports, metrics and analysis.
- Identify recruitment challenges and workforce risks, making recommendations to improve attraction, recruitment and retention outcomes.
- Develop and improve recruitment processes, systems and guidance to enhance efficiency and candidate experience.
- Support apprenticeship, graduate, work experience and early careers recruitment activity.
- Build effective relationships with recruitment suppliers, external partners and stakeholders.
- Experience managing end-to-end recruitment and selection processes.
- Experience providing recruitment advice and guidance to managers.
- Knowledge of recruitment, resourcing, talent acquisition and candidate attraction best practice.
- Experience working with recruitment systems, applicant tracking systems or HR systems.
- Ability to manage multiple recruitment campaigns and competing priorities.
- Strong communication, influencing and stakeholder management skills.
- Ability to build effective relationships with managers, candidates and external partners.
- Experience managing recruitment compliance activities, including Right to Work, visa and DBS requirements.
- Ability to analyse recruitment data and identify trends, risks and opportunities.
- Strong organisational skills and attention to detail.
- Ability to improve processes, systems and ways of working.
- Proficiency in Microsoft Office applications and recruitment or HR systems.
- Level 5 CIPD Associate Diploma in People Management, an equivalent qualification, or equivalent experience in recruitment, talent acquisition, resourcing or workforce planning.
- Evidence of continuing professional and personal development.

- All employees are eligible to join the Local Government Pension Scheme (LGPS)
- Paid holiday entitlement starts at 26 days per annum and increases with length of service to a maximum of 33 days per annum. This is pro rata for part-time employees
