Position: Payments Officer (PO1)
Location: Waltham Forest Town Hall, Forest Road, E17 4JF
Start Date: ASAP (Immediate start required)
Contract Duration: 3+ Months - 4 days remote, 1 day in the office
Working Hours: 36 hours per week
Pay Rate PAYE: £121.36 per day
Job Responsibilities
- Provide advice, guidance and support to Direct Payment recipients to help them manage their funding and promote choice, control, independence and flexibility
- Support the Direct Payments Team in delivering an effective and customer-focused service
- Provide information and support to customers regarding Direct Payments processes, responsibilities and requirements
- Maintain knowledge of Direct Payments legislation, guidance, policies and the Care Act 2014
- Work with Adult Social Care teams, service users, carers and external agencies to support effective Direct Payments delivery
- Monitor and audit Direct Payments accounts to ensure appropriate use of Council funds
- Review financial records, identify issues, and support recovery of unused or incorrectly managed funds where required
- Identify and escalate safeguarding, financial or compliance risks appropriately
- Support the delivery of KPIs, quality assurance checks and service improvements
- Analyse information and provide accurate advice, recommendations and reports when required
- Support the development and improvement of processes and procedures
- Complete administrative tasks, maintain accurate records and manage workloads effectively
- Work to deadlines, including financial monitoring, pay runs and billing cycles
- Follow Council policies, confidentiality requirements, health and safety procedures and professional standards
Person Specification
Essential Knowledge, Skills and Experience
- Good IT skills and experience using Microsoft Office applications
- Knowledge of social care legislation, particularly the Care Act 2014 and Direct Payments guidance
- Experience providing customer-focused advice and support
- Experience managing complex situations and resolving problems
- Good written and verbal communication skills
- Ability to build positive relationships with customers, colleagues and external organisations
- Ability to work independently, manage priorities and meet deadlines
- Strong organisational skills with the ability to manage multiple tasks
- Ability to analyse information, review data and make recommendations
- Good attention to detail, especially when reviewing financial records
- Ability to maintain confidentiality, professionalism and integrity
- Ability to identify risks and take appropriate action
- Flexible approach and ability to adapt to changes in services, processes and systems
- Willingness to learn new skills and procedures

Qualifications
- Degree, equivalent qualification or relevant vocational qualification
- Evidence of Continuous Professional Development (CPD)
