We're looking for a Technical Manager to join HMS at an exciting time of growth, leading the technical and design delivery of our residential development programme. As a member of the HMS Leadership Team, you'll work closely with colleagues across Construction, Commercial and Development to ensure projects are delivered safely, efficiently and compliantly throughout the development lifecycle. Leading a team of Design Coordinators, Document Controllers and a Project Planner, you'll drive innovation, continuous improvement and technical excellence, helping to build a high-performing team that supports the successful delivery of homes our customers can be proud of.

What you'll be doing:

Leading the technical and design delivery of multiple residential developments from tender stage through to completion and handover.

Providing technical governance across projects, ensuring designs are compliant, buildable, cost-effective and aligned with programme requirements.

Managing technical risks and undertaking design due diligence to identify and resolve issues before they impact delivery.

Ensuring compliance with planning conditions, Building Regulations, CDM requirements, warranty provider standards and all relevant statutory approvals.

Reviewing and approving drawings, specifications and technical information to ensure quality, consistency and compliance across all developments.

Managing and coordinating external consultants and design teams, ensuring performance meets programme, budget and quality expectations.

Developing and monitoring design programmes, ensuring technical information is delivered in line with construction and project milestones.

Working closely with Construction, Commercial and Development teams to ensure technical solutions support project delivery, cost plans and business objectives.

Providing technical guidance and support throughout the development lifecycle, helping to resolve design and construction challenges efficiently and effectively.

Leading, motivating and developing a team of Design Coordinators, Document Controllers and a Project Planner, creating a culture of team accountability, collaboration and high performance.

Identifying skills gaps and supporting learning, development and succession planning within the team.

Establishing and embedding technical processes, standards and controls that support consistency, compliance and continuous improvement.

Forecasting workloads and resource requirements to ensure the technical function is effectively structured to support current and future business needs.

Supporting the implementation of new technologies, systems and ways of working that improve efficiency, quality and service delivery.

Monitoring technical budgets during the design development process, ensuring projects remain within approved cost parameters.

Preparing and presenting technical reports, performance updates and recommendations to senior leaders and key stakeholders.

Building strong relationships with internal teams, consultants, contractors and external partners to support successful project outcomes.

Contributing to business growth initiatives and helping to shape a scalable technical function that supports the future ambitions of HMS and Torus Group.
What we're looking for:
-
HNC/HND or higher qualification (minimum Level 4) in Construction & the Built Environment, Construction Management, Architectural Technology, Civil Engineering or a related discipline.

Evidence of continuing professional development, with CIOB, CIAT, ICE or equivalent professional membership desirable.

CSCS card or equivalent Health & Safety qualification.
-
A minimum of 5 years' experience in a senior Technical Manager, Design Manager or similar role within construction or residential development.

Experience within the social housing sector, high-rise residential developments and working knowledge of AutoCAD, Revit and BIM would be advantageous.

Strong knowledge of construction design technologies, technical delivery and design management processes.

Experience developing construction programmes and managing technical delivery across multiple projects.

A sound understanding of Building Regulations, CDM 2015, Principal Designer responsibilities, fire safety requirements and the Building Safety Act.

Experience working with warranty providers such as NHBC, LABC Warranty, Premier Guarantee or equivalent.

Proven experience leading, managing and developing technical teams, including coaching, mentoring and performance management.

Experience implementing new initiatives, driving continuous improvement and embedding effective processes and controls.

Experience using and managing Common Data Environments (CDEs) and digital construction management platforms.

Strong leadership, communication and stakeholder management skills, with the ability to influence, motivate and build trusted relationships at all levels.

Demonstrable financial governance, commercial awareness and a balanced approach to risk management and decision making.

A proactive, adaptable and solutions-focused approach, with the ability to manage change and respond effectively in a fast-paced environment.

Excellent presentation, negotiation and communication skills, both written and verbal.
-
Full UK driving licence and the ability to travel independently across operational locations.

Interview Process:

The interview will consist of a presentation and a competency-based discussion, giving you the opportunity to demonstrate your technical knowledge, leadership experience and approach to delivering successful outcomes across residential development projects.
