Training & Workforce Development Manager

Salary: £28,000 – £30,000 per annum, depending on experience
Full Time – Monday to Friday
Week 1: 7:00am – 4:00pm | Week 2: 9:00am – 6:00pm
Manager On Call: 1 weekend in every 4 weeks
Right at Home Cardiff & Newport is looking for an experienced and passionate Training & Workforce Development Manager to join our growing team.
We provide high-quality, person-centred home care across Cardiff and Newport and are looking for someone who can take ownership of training, staff competency and workforce development, while also supporting the Registered Manager with compliance and the wider operation of the service.
This is a varied role for someone who enjoys developing people but is equally comfortable getting involved in compliance, quality and supporting a busy domiciliary care office.

Key Responsibilities
- Plan and deliver new starter induction, mandatory, refresher and specialist training.
- Ensure training meets CIW, Social Care Wales and All Wales Induction Framework requirements.
- Assess and monitor staff knowledge and competency, working closely with Field Care Supervisors and managers.
- Take ownership of training compliance, ensuring training and competency records remain accurate and inspection-ready.
- Monitor refresher dates and proactively address outstanding or expiring training.
- Maintain training records across People Planner and My Learning Cloud.
- Identify training needs arising from audits, incidents, complaints, observations and competency concerns.
- Coach and support CareGivers who require additional development or training.
- Support qualifications, CPD and wider workforce development.
- When not delivering training, support the Registered Manager with oversight of compliance across all areas of the service.
- Assist with audits, compliance actions and maintaining CIW inspection readiness.
- Support the wider office and management team with operational priorities and the effective day-to-day running of the service.
About You
We are looking for someone who:
- Has experience delivering training within adult health and social care.
- Ideally has experience within domiciliary/home care.
- Understands CIW, Social Care Wales and the All Wales Induction Framework.
- Has experience assessing staff competency and supporting compliance.
- Is confident delivering both classroom and practical training.
- Has a relevant training/assessor qualification, or is willing to work towards one.
- Is organised, proactive and confident identifying and addressing compliance gaps.
- Has excellent communication, coaching and people-development skills.
- Is a strong team player who is happy to support the wider office when required.
- Has a full UK driving licence and access to suitable transport.
Working Hours
The role works a two-week rotating Monday-to-Friday shift pattern:
Week 1: 7:00am – 4:00pm
Week 2: 9:00am – 6:00pm
You will also participate in the Manager On Call rota for 1 weekend in every 4 weeks.
