Claims Quantity Surveyor – Balfour Beatty – Connect Plus Services (CPS)
Location: Dartford, Leatherhead or South Mimms
We have an exciting opportunity for a Claims Quantity Surveyor to join our Connect Plus Services (CPS) team, supporting the M25 London Orbital Motorway project.
CPS is a joint venture between Balfour Beatty, Atkins and Egis, responsible for operating and maintaining the M25—Europe’s busiest motorway. Delivering over £100m of annual investment, alongside planned and reactive maintenance, this is a complex and high-profile network requiring robust and efficient planning.

What you'll be doing
A Quantity Surveyor has several years’ experience in measurement and valuation of civil engineering work and reconciling to costs. They will be supporting other more senior members of the commercial team in delivering the varied commercial duties as well as being responsible for procuring and administrating our supply chain agreements. They actively seek to minimise the costs of a project and enhance value for money, while still achieving the required standards and quality for our customers.
For this specific role, the candidate will be valuing Damage to Crown Property claims – seeking out the applicable costs for all aspects of the work. Liaising with other Commercial QS’s to obtain costs and challenging perceived overstatements or unreasonable sums. Deep diving into each individual repair to understand and record events.
The valuation of DCP claims is vital for forecasting expected repair costs and taking values to the monthly Work in Progress reports.
Governance:
- Has a good knowledge of and adheres to the Company’s GMCEs, BMS and other governance Analytical Thinking & Decision Making
- Orders information and systematically checks data Cost Engineering
- Measure, record & value work unsupervised in accordance with appropriate rules and procedures
Estimating:
- Measure & interpret specifications, records & drawings
- Build up estimates from first principle including costs to business and forecast uplifted costs to fault parties
- Translate measurement from drawings, records and
- Specifications and prepare Bills of Quantities and Schedules of rates and DCP claim valuations
Planning:
- Time management working to a deadline for cost capture
- Liaise with planning team to capture all facets of the repair and associated forecast values
- Measure and capture all future cost increases ensuring rates applied are current and reasonable
Project Management:
- Collation of Cost and Value Information
Commercial Management:
- Undertakes customer and stakeholder management for their area of responsibility
- Engage, learn and understand Insurance claims and pitfalls, actively seeking solutions and arguments to support claim values.
- Collation of cost and value information
- Measurement of works and agreements with subcontractors
Development, Recruitment and Retention:
- Maintain a Personal Development Plan
- Supports the development of others
Who we're looking for
The following qualifications are essential:
- BSc or MSc in Quantity Surveying or experience equivalent

- Previous Commercial Work experience/Highways Industry knowledge
