Why Us?
It’s an exciting time to join West Lancs as we deliver our ambitious Vision and Priorities for the borough. With a focus on environmental sustainability, generating economic prosperity, supporting inclusive and healthy communities, and ensuring a financially resilient Council, we’re looking for great people to help shape what comes next.
You’ll be joining an organisation that puts its customers first, takes responsibility, and works together with a positive, can-do attitude—always looking for better ways to deliver for our communities.
Your Role!
As a Revenues & Benefits Systems & Compliance Support Officer, you will play a key supporting role in the delivery of digital services within our Revenues & Benefits team, helping to ensure that system changes are effectively implemented, understood and embedded across the service. Working with colleagues across the services, you will help ensure that key business systems are maintained, improved and used effectively. A central part of your role will be supporting user acceptance testing (UAT), ensuring updates and new functionality are fully tested, documented and successfully implemented. This includes planning and executing test scripts, recording outcomes, and identifying tracking issues to resolution to ensure system changes meet operational and compliance requirements.
You will be responsible for producing and maintaining high-quality, user-friendly documentation including work instructions, process guides, and training materials. Ensuring that these are accurate, accessible and kept up to date in line with legislative and system changes.
Alongside this, you will support the development and delivery of training for both new and existing staff, helping colleagues confidently use systems and adapt to changes. You will play an important role in translating technical system updates into clear, practical guidance, supporting colleagues across the services to adopt new processes and ways of working.
This role also contributes to wider service improvement and digital transformation, supporting key operational activities such as system upgrades and annual billing process, including occasional out-of-hours work where required to support the successful delivery of critical statutory functions.
About You!
We are looking for a motivated and detail-oriented individual with experience in a Revenues & Benefits environment and a passion for improving systems and processes.
You will bring:
-
Experience working within a Revenues & Benefits service, with knowledge of Council Tax, NNDR, Housing Benefit and Council Tax Support legislation
-
Strong understanding of systems such as Northgate Revenues & Benefits and Civica EDM (desirable)
-
Experience in software testing, including user acceptance testing and following test scripts
-
Proven ability to produce clear, concise written documentation such as guides and work instructions
-
Experience developing training materials or supporting colleagues with system or process queries
You will also demonstrate:
-
Excellent attention to detail and organisational skills
-
Strong written and verbal communication skills, with the ability to explain technical information clearly
-
Ability to manage workloads, prioritise tasks, and meet deadlines
-
Good problem-solving skills and the ability to identify and escalate issues appropriately
-
Confidence using digital tools
You will be a team player with a positive, customer-focused approach, able to adapt to change and contribute ideas to improve services and processes.
